Tender description
Summary of the work Identify user groups. Identify user research methodology. Undertake structured and multiple methods of 1 to 1 and group research. Document research findings incl. identification of user needs and areas of 'pain'. Provide regular feedback via daily standups, biweekly show and tells. Further information - Delta Access Ref: 3RG7P56Z6G https://www.delta-esourcing.com/ Expected Contract Length Call-off until 30 Nov 2018, option to extend up to a max. of two years (Initial SOW for 6 months). Latest start date Monday 2 October 2017 Budget Range The Call-Off contract will have a maximum value of up to £28m per annum. This cap is the cumulative total of spend approval across all NHS Digital DOS suppliers up to 30 November 2018. Therefore, this is the cumulative aggregate spend across all such suppliers and is not indicative of the spend under this proposed Call-Off Contract. Each Statement of Work shall detail the allocated spend to that particular project. We believe that this initial SOW, and subsequent SOWs under the resulting call-off, would be suitable for the SME market; we are not looking for 'vendors of scale' necessarily. Why the Work is Being Done NHS Digital is looking for a Supplier to provide Discovery expertise to support a number of programmes. This initial SOW will establish a call-off contract through which this SOW will be awarded and used for future allocation of SOW's. Urgent care professionals, e.g. out of hours GPs, Paramedics and Pharmacies provide critical care to patients when they need it most. When they need other health or care professionals to 'handover' patients to, this can be very difficult or even impossible if live, accurate and complete service information is not available to them in a way that meets their needs. Problem to Be Solved 1) To build a comprehensive picture of urgent care professionals’ current access to service information –the users, their needs, the current services and systems that they use, and whether their needs are being met. 2) To map user journeys, technical and other constraints 3) To understand what enhancements or new products or Services might be needed to better meet their needs, providing options for future service delivery. Who Are the Users As an urgent care clinician e.g. (ambulance paramedic) I need to access live, accurate and complete health and care service information So that I can ensure patients that are in my care receive information and a 'connection' to other service providers to ensure they get the best treatment possible. Work Already Done The portfolio of programmes will be at various stages of the lifecycle, further information is provided in the Statement of Work. The initial statement of work is in relation to the Discovery relating to Access to Service Information which has been identified as a package of work needed to support and deliver the requirements of Paperless 2020. This is a Discovery Phase statement of work. Existing Team No existing team. However will be linked to other product / research teams. Possible that existing Delivery Manager and/or Product Manager will be provided to provide leadership and coordination where required. Current Phase Discovery Skills & Experience • The Supplier is expected to be able to demonstrate how they have delivered solutions in complex environments. • The Supplier is expected to be able to demonstrate experience and familiarity with GDS principles, service design standard, assets and accessibility. • User research - support user research activities and usability labs to test key user journey alternatives • Service design - high-level service designs detailing public facing elements, internal support elements and operating procedures to support public-facing services. • UX Prototypes - clickable demo of key Identity user journeys to support user testing and user research. • Product ownership - product vision, backlog with user stories - prioritised backlog of requirements identifying MVP arranged as themes, Epics and user stories • Summary of findings - concise but detailed presentation of findings, with recommended solutions and roadmap for alpha and beyond • Provide evidence of your ability to deliver Outcomes with blended Buyer and other Supplier teams. Nice to Haves • JIRA (for work management & time tracking) • Confluence • Slack • Learning by design of visual prototypes Work Location For this initial SOW flexibility is required. Estimated: Onsite, office based (Leeds or Exeter) 2 days per week; travelling and undertaking research 2 days per week. NHS Digital will provide research contacts and regional details if supplier is unable to source independently. Leeds and the Yorkshire and Humber region will be most practical and will provide all resources required. Subsequent SOW could be undertaken at NHS Digital offices around the country including Leeds, London and Exeter. Working Arrangments For this SOW flexibility is required. Estimated: Onsite, office based (Leeds or Exeter) 2 days per week. Travelling and undertaking research 2 days per week. For subsequent SOW working with the on-site team as specified in the specific statement of work. This is required for collaborative working and security reasons. No expenses shall be paid for working at allocated base NHS Digital location. Expenses will be paid in line with the contract schedule 1G if required to work at a different location. Security Clearance Security requirements as defined in the DOS2 Framework Agreement Call-Off Contract together with any additional requirements as detailed in specific SOWs. For this SOW unlikely to involve interaction with patients or coming into contact with patient identifiable or sensitive date.
