Tender description

Essex County Council (ECC) is intending to put in place a framework agreement with a range of suppliers, under which individual call-off contracts will be awarded for the delivery of Phase 4 of the Superfast Essex broadband programme. In order to help shape the framework and inform the next steps to achieve its objectives, ECC is inviting suppliers to provide a response to the questions set out in a Request For Information document (RFI). Scroll down and click on the link ‘summary of current opportunities’. 3. Open the Excel file ‘Procurement Opportunities’ and scroll down to the project reference O-S 0559. Responses to the RFI questions must be submitted by 31.8.2017 to the following email address: digital@essex.gov.uk Since 2013, ECC has made a significant investment in superfast broadband infrastructure across Essex. By 2019 more than 28 000 000 GBP of public funds will have been invested, ensuring nearly 97 % availability. ECC is now focused on implementing its Organisational Strategy: https://www.essex.gov.uk/Documents/Organisation_Strategy.pdf ECC wishes to work with a range of providers to achieve its vision by driving towards 3 objectives: 1. Achieve superfast internet connectivity at all fixed addresses in Essex; 2. Drive expansion of full-fibre networks (giving access to ultra-fast speeds) across Essex; 3. Support provision of fast mobile or WiFi access across Essex, in preparation for 5G technology. Public subsidy will be available to support objective 1 and where possible under state aid rules for objective 2. The mechanisms to achieve objectives 2 and 3 are to be determined. Feedback from this RFI will form a key input to this. Phase 4 framework may include some/all elements of objectives 1, 2 and 3.
