Census Field Force Supplies, Logistics and Replenishment (FFSLR) Services

Tender description

The Office for National Statistics ("ONS" or "the Authority") is currently developing the services for the delivery of the 2021 Census Transformation Programme ("Programme"). Included in this Programme is the procurement of a Field Force Supplies, Logistics and Replenishment Service ("FFSLR Service") covering England and Wales (E&W) and Northern Ireland (NI). The FFSLR Service comprises an outsourced, integrated service to equip the Field Force with the Materials they require to undertake their role, and to help deliver the operations as required by the Authority. The Supplier shall: • Source and procure all Non-Technical Material required by the Field Force. • Receive, store and inventory manage all Material. • Pick and pack all Material in accordance with the Authority Specification. • Deliver all Material to the Field Force by the required dates. • Fulfill all replenishment requests for additional/replacement Material throughout the Operational Period for E&W only. • Collect Material as requested throughout the Operational Period. • Sort, recycle and/or arrange for the return or secure destruction of collected Material. There are three groups of Material that will be used by the Field Force: • Non-Technical Material (e.g. stapler, lanyards, clipboards). • Technical Material (e.g. laptop, printer, mobile phone). • Paper Material (e.g. questionnaires, publicity material, cards). ONS is providing any interested supplier with an 'early view' of the draft requirements and specific supporting information with a request for suppliers to review and provide commentary and feedback on them prior to the Authority's formal issue of the Procurement Pack/ITT which is currently planned to be released in November 2017. This is being carried out in order to assist in finalising the Authority's requirements, whilst enabling all interested suppliers to engage with the Authority in ensuring the requirements are realistic, relevant and attractive.
