Tender description

The Emergency Services Mobile Communications Programme (ESMCP) is delivering the Emergency Services Network (ESN), a 4G critical voice and broadband data communications service using an enhanced commercial mobile network with priority over the general public for emergency services users. ESMCP is conducting a market review in preparation for a possible competitive tender for equipment and services to assess ESN (4G/LTE) coverage. ESMCP wishes to conduct a consultation process with potential bidders. Together with the 3 Emergency Services, ESMCP will be undertaking coverage assurance testing to assess commercial 4G/LTE and ESN coverage based on VoLTE ahead of ESN service deployment. The objective being to deliver a consistent and transparent approach to wide-area and special coverage testing, and to ensure the results confirm the extent and availability of ESN coverage. This is a Request for Information (RFI) and not an invitation to tender or a request for formal expressions of interest. An Invitation to Tender (ITT) Notice or request for formal Expression of Interest (EOI) may be issued following completion and consideration of the internal and external market review.
