Tender description

Derbyshire County Council is seeking to set up a system from which to invite Contractors to tender for taxi and small vehicle/minibus passenger transport services for the Council (a ‘Dynamic Purchasing System’). The service is collectively referred to as ‘Specialised Transport’ and includes the 2 service areas of Special Needs Education and Disability (SEND) and Adult Social Care. The Council provides specialist passenger transport for a range of client groups, including but not limited to: — SEND students travelling from home to school both in Derbyshire and out of county; — Post 16 years SEND students to colleges, both in Derbyshire and neighbouring counties; — Behaviour Support students attending Alternative Provision courses; — High dependency students with complex and/or challenging needs; — Adults with learning disabilities travelling to day services; — Adults with dementia conditions travelling to day service; — Adults with physical disabilities travelling to day services. The Council's responsibility is to residents of Derbyshire, and most journeys therefore start or finish in this area. The majority of journeys will be within the county, however, some journeys may be into neighbouring local Council areas and some further afield to other parts of the country. The Council's aim is to secure safe, punctual and affordable transport services, ensuring clients to reach their destination ready for learning or support. To meet the specific care requirements of some clients, high dependency facilities will be required. Some clients have specific care requirements and where Passenger Assistants need to used on these services, they must be trained accordingly by competent persons. The Council will supply Contractors with details of the care requirements of such clients and will discuss risk assessments and/or strategies.
