Summary of the work Day to day management of the project to ensure its delivery to performance, time & cost. Mgmt of the production of the procurement/support strategy, BC, investment appraisals, schedules, risk registers, plans & contract technical specifications. Chair meetings, technical briefs, minute taking & status reports. Specialist role Programme manager Expected Contract Length 31/01/2018 Latest start date 01/03/2017 Maximum Day Rate Up to £300 per day ex VAT Who Speclialist Work With All PM staff including Assistant Head, Deputy Head and Head of Delivery Areas What Specialists Work On The overall objective of the posts are to provide support for the different project areas and programmes within ISS to ensure a common process, methods and tools are used. The post holders will assist Task Managers to deliver and maintain Performance Monitoring and Reporting, all aspects of Programme and Project Measurement Controls, Portfolio and Management Board Co-Ordination, approvals processes, support the review of Business Cases Skills & Experience • At least three years experience of performing reporting and governance activities across a portfolio - 20% • At least three years experience of using MS Project/Enterprise Project Manager to underpin project planning and control - 15% • At least three years experience of using MS Office Suite including MOSS/Sharepoint Office 365 - 15%. • Experience of working with Project and Project Support staff to maintain coherant portoflio governance and reporting - 20% • A recognised Project Management Qualification (e.g. APM or MSP) at a minimum of Foundation level - 15%. Nice to Haves • Experience of working with Finance and Commercial staff to maintain coherant portoflio governance and reporting - 10% • Experience of agile, matrix and collaborative working styles in a large programme management environment - 5% Work Location MoD Corsham; Wiltshire Working Arrangments "5 days a week (37 hours per week) within a bandwidth of 08:00 - 17:00 (Friday earliest finish time is 1500 hrs). No expenses will be paid, all the tasking will to be carried out on site there will be no 'OFF-SITE' or 'Home' working. All resources will be provided access to the organisation's IT system and no personal or company laptops will be permitted on site. This is one published requirement for 10 posts that are exactly the same. In accordance with the DOS Specialists rules; each company/agency is able to submit CVs for a maximum of 10 individuals (one per contract on offer). 2. Who should submit evidence? Evidence should only provided by bidders that can confirm yes to all Technical and Nice to have experience. Any responses unanswered or has not confirmed yes will NOT be considered. There is no variation in this request the DoS system will also reject submission and the Authority will not have site of response. 3. Where and when do I submit my evidence? IMPORTANT NOTE: All responses MUST be received by the MoD Commercial Officer [Natalie.Maddox-Hussain238@mod.gov.uk] by 11:59 on the on the closing date of this procurement. Responses after this time will not be considered. 4. What format must Evidence be in? Evidence must be in CV format. All CV’s MUST be provided in Portable Document Format (.pdf). The CV file must be in the following format: ‘YYMMDD_PROC**_SUPPLIER NAME_Candidate Name_CV_RoleTitle. Responses in any other format will NOT be evaluated. 5. How many candidate CV can bidders submit for each role? Please send one cv per role and list the name of the candidate on the front email. There are 10 roles under this advert. 6. What is the maximum number of pages of CV and Font Size? The maximum number of pages per CV is 4 sides of A4 in Arial, font size 12. Any CV which is longer than the specified limits will be truncated and only the [4] four sides of A4 will be evaluated. 7. Can bidders include Links within CV or embed or attached files to email submission? No. The response should be ‘self contained’ i.e. do not link to external information as it will NOT be evaluated. Do not ‘embed or attach’ files or other ‘objects’ within any of the documents or to your email response – they will not be opened (nor evaluated). 8. Will all responses automatically be evaluated? NO. THE AUTHORITY RESERVES THE RIGHT TO REJECT ANY RESPONSE WHICH IS HAS NOT FOLLOWED THE ABOVE INSTRUCTIONS OR IS OUTSIDE THE BUDGET ENVELOPE. 9. Do candidates have to hold current SC Clearance? YES. When submitting your candidates CV you are also required to submit the following information; SC Valid From Date SC Expiry Date SC Reference. 10. What is the procurement timescales for this requirement? The timescales are as follows; Deadline for applications 2359 hrs on 30th January Deadline for CVs and SC Details 2359 hrs on 30th January Interviews will be held w/c 13th February in Corsham, Wiltshire If you have not been notified that your candidate has been successful in securing an interview by 1700 hrs Tuesday 07th February presume this means your submission will not be taken forward. 11. ** PLEASE NOTE** We have secured additional funding for this requirement due to the amount of posts that are available!For the right candidate with a proven track record the Authority will pay up to a maximum of £450 per day. 12. Please can you confirm that the figure £ 450 is total charge to client. The Authority will pay a company/agency NO More than UP TO £450 per individual per day per requirement. 13. Could you please let us know if this is a new requirement or extension to the current requirement? if so, please let us know who the incumbent supplier is These are 10 new PM Spt Posts.No Incumbent 14. Are you looking at awarding one contract? NO! We will be issuing 10 individual contracts in accordance with the DOS Specialist rules and therefore we will not restrict companies if they don't have 10 individuals to put forward for the posts. 15. Would you consider applicants that have previously worked in ISS but have taken redundancy? All applicants will be evaluated based on the criteria provided in the advert. 16. The summary of work reads as a Project Manager but ‘what the specialist will work on’ is more aligned to Project Support. Can we confirm whether you are looking for Project Managers or Project Support Officers? These are project support posts. 17. **PLEASE NOTE** CV DEADLINE Deadlines for submission of CVs is 2359 hours on the closing date of the advert. 18. How do we handle having more than one candidate being put forward at different rates? The DOS template only allows one completed response with one rate / one start date ... thank you. You can put forward 10 CVs we have 10 individual contracts set up and therefore you can number them 1-10 and they will go into the relevant folder to be evaluated.On the template you can put any of your rates but we will be taking the rates on the individual CVs into account, therefore it is important you either submit a spreadsheet to me when sending over CVs of your candidates rates or ensure they are listed on the CVs. 19. ** CV PROC NUMBER** The PROC Number is CCT343 20.
