Peel Development Site (South Kilburn)

Tender description

Brent Council is seeking to procure a delivery partner to bring forward a high quality residential led mixed use redevelopment of the Peel site located in South Kilburn, NW6. Peel forms the centrepiece of the wider regeneration programme at South Kilburn, being promoted by the London Borough of Brent. The Peel development is intended to deliver 226 new homes and a high quality health centre, to serve the growing local community. The scheme benefits from a hybrid planning permission and subject to the appointment of a delivery partner, there is an expectation that work on the first phase of the development will commence during Q2 2018. On the basis that the needs of the Authority cannot be met without adaptation of readily-available solutions, the Authority is conducting the procurement using the Competitive Procedure with Negotiation under Regulation 29 of The Public Contracts Regulations 2015. The Authority may wish to enter into negotiation with tenderers regarding matters such as delivery (mechanism and process), phasing, the distribution of unit sales, variations to the planning consent, funding arrangements and programme. However, Brent Council expressly reserves the right to award contracts on the basis of the initial tenders without negotiation.
