Tender description

Seeking a contractor with the relevant experience and capacity for the engineering, procurement and construction (EPC) contract for the design, manufacture, supply, assembly, testing, installation, commissioning and inter-connection of an expected 40-60 MW run of river hydropower plant in rural Zambia. Candidates must either be main contractors acting on behalf of themselves and a team of sub-contractors, or form consortia. The EPC contract will be based on FIDIC Silver Book, allowing modifications for any additional works, services or supplies relevant to the project to be carried out. It will be a fixed price, date-certain, full turnkey wrap contract. Western Power will separately shortlist mechanical and electrical contractors and the winning tenderer will select from these. The contract price will be in USD (with possible kwacha element for items procured in Zambia) inclusive of taxes (on and off-shore). Further details can be found in the Descriptive Document. Following pre-qualification and the selection of short-listed candidates, those candidates to be invited to participate in the dialogue phase will be notified and asked to sign confidentiality agreements (CAs). On receipt of signed CAs, candidates will be invited (at the same time) to submit outline solutions. These will be submitted following a site visit, review of data room documents and a chance to seek further clarification from Western Power. The first outline solution submitted will be followed by a period of dialogue. All or some candidates may be invited to submit a further solution or solutions, which will be followed again by dialogue. Once this phase is concluded, all or some candidates will be invited to submit a tender. In addition, candidates will work with the M&E contractors, shortlisted separately by Western Power to complete the mechanical and electrical aspect of the project, to develop solutions for the project, and the winning EPC Contractor will select from among them to provide the M&E aspect of the project. Further details are set out in the Descriptive Document available as per Section I. The winning contractor will be responsible for complete procurement of all works and services related to the EPC contract, including mechanical and electrical, and inter-connection.
