Tender description

A current contract with NHS Business Services Authority relating to the procurement and supply chain of goods in the NHS will expire on 30.9.2018. As part of the Future Operating Model (‘FOM’) the Authority has awarded a contract for the provision of leadership, resourcing, capacity and expertise to assist in designing, delivering and establishing an Intelligent Client Co-Ordinator (‘ICC’) as a fully functioning and resourced unit within the Authority (or such other third party body as shall be determined by the Authority). The ICC is the central services delivery management function acting on behalf of NHS Trusts and the Authority, and is critical to the success of the FOM. This award is to provide services over a 2 year period with an option to extend the duration of the contract beyond the expiry date by one or more consecutive periods, each for a duration of two months or longer provided that the total contract period does not exceed forty-eight months in total. The awarded supplier will bring: o Essential commercially-focused experience to assist in the design, build and transition of the existing Supply Chain contract to the FOM; o Support to ensure that operational functions within the ICC are available prior to the possible transfer of existing staff (under TUPE arrangements). The awarded supplier will provide a Core Team comprising of fifteen consultants which will be considered Key Personnel within the contract. The Suppliers Core Team shall compromise of two groups as below: 1) Supplier's Senior Leadership Team (SLT) — 7 experienced consultants to fulfil specific functions/roles within the ICC. 2) Extended Team — a balance of 8 consultants providing a common pool of expertise, providing further breadth and capacity for delivery of the services under the direction of the SLT. The awarded supplier will also provide ‘Optional Services’ during the contract period which comprise the supply of additional resourcing where the requirements of the Services necessitate the provision of resource in excess of the Core Team. The Authority shall be entitled, at its discretion, to source this from the awarded supplier as part of the Optional Services or from a third party if it feels it more appropriate.
