Tender description
Why the Work is Being Done The work will entail delivering excellent User Experience design services. The programme requires its new applications to be designed to deliver an optimal user experience. These services might include such elements as UI design, usability and accessibility development optimisation and user research. Criminal Justice System Common Platform Programme (CJSCPP) is a change programme to enable the Criminal Justice System (CJS) and agencies be more efficient and deliver a better service. The CJSCPP is part of a wider portfolio of change being delivered by HMCTS under the HMCTS Reform Programme, affecting services in all jurisdictions. Problem to Be Solved We require a supplier to deliver UX Services under an outcomes based managed service contract. Current CJS services are typically supported by paper and hard media based processes which are expensive, subject to frequent delay and often baffling to citizens without legal training. The CJSCPP is designed to develop efficient, proportionate and accessible digital services delivering access to justice via appropriate modern channels. Who Are the Users 1) As a citizen, view and track my case and plea online, be alerted to changes and for the case to proceed efficiently. 2) As a prosecutor, understand case evidence to ascertain likelihood of a successful prosecution. 3) As a defence practitioner, understand the evidence of a case to best advise my client. 4) As a HMCTS admin, manage the delivery of justice services so the process is delivered efficiently. 5) As a member of judiciary, access all relevant information so that I can make a judgement 6) As a prosecuting agency, submit evidence to provide HMCTS with relevant information. Early Market Engagement Not used. Work Already Done The CJSCPP has produced the technical foundations for a domain driven micro-service based back end architecture with service model architecture on the front end. These include frameworks and design patterns that new team members will be expected to worth with. The business has identified approximately 35 service/service fragments to be produced and the change planning has taken place with approximately 7 of the services in various stages of completion. The Programme has released: • Magistrates Rota. • Automated Track Case Management (ATCM). • On-Line Plea. • Digital Mark Up. Each service has a Backlog to be delivered. Existing Team The current projects all have teams in place. Each existing team currently comprises; a Delivery Manager, a Technical Lead, a Business Analyst, a User Researcher, a UX/HTML Designer, one or more front end, back end or full stack developers and a QA specialist. Current Phase Not applicable Work Location Office-based in one of three locations: - Principally Southern House, Wellesley Grove Croydon CR9 1WW. At our discretion at 102 Petty France, London SW1H 9AJ, Rose Court, 2 Southwark Bridge Road London SE1 9HS or other London location. There may be some travel nationally in England and Wales to research with users. Working Arrangments Services to be delivered against the GDS_Service_Manual using Scrum and DSDM. This is a scaled agile programme. SoW/Work-Orders will be issued to define the development outcomes of each project phase; typically duration 3-6 months. Your team will initially be required to work onsite at the base location (5 day working week). For works directed to be performed at a non base location outside London (i.e. outside of the M25), all reasonable travel and expenses costs shall be met in accordance with the rates set out in the MoJ travel and subsistence policy. All expenses will require prior approval from HMCTS. Security Clearance Baseline Personnel Security Check (BPSS) which must be dated within three months of the start date. Additional T&Cs Any expenses shall be submitted in line with the Ministry of Justice Standard Travel and Subsistence policy. Suppliers shall provide transparency to the Buyer on the rates paid to resources and any third parties in the supply chain. Skills & Experience E1) Have demonstrable experience of providing user experience capability into a multi-functional agile delivery team working in a structured agile approach to product development. E2) Have demonstrable experience in representing user research data with a variety of methods including experience maps. E3) Have demonstrable experience of leading discovery/inception and requirements gathering work by ensuring effective collaboration between business experts, user researchers, user experience architects, designers and technical team members. E4) Have demonstrable experience of working in a large scale agile environment, in which the work of multiple feature teams needs to be coordinated. E5) Have demonstrable experience of working with wider strategic user experience architecture beyond an individual task. E6) Have demonstrable experience of supplying forward thinking innovation through digital transformation that goes beyond the immediate needs of users E7) Have demonstrable experience of achieving goals innovation through a longer-term roadmap E8) Have demonstrable experience of providing capability to successfully structure and run discovery workshops E9) Have demonstrable experience of methods used to prioritise user stories that offer the greatest return on investment WEIGHTING:- E1=3, E2=2,E3=3, E4=2, E5=2, E6=1, E7=1, E8=1, E9=1 Nice to Haves N1) Have demonstrable experience of successful investigation of operational issues/problems and new opportunities, seeking effective business solutions through improvements in automated/non-automated components or new or changed processes/procedures, organisation and equipment. N2) Have demonstrable experience of working with Design Thinking Methodology. N3) Have significant demonstrable experience of delivery of business transformation enabled by digital services. N4) Have demonstrable experience of working within the Public Sector and with the Digital Service Standard criteria. WEIGHTING:- N1=1, N2=1, N3=1, N4=1 No. of Suppliers to Evaluate 5 Proposal Criteria R1) Explain your overall User Experience Design approach and Delivery Methodology. R2) Describe your approach for ensuring that what is designed and built meets the programme_vision/user_needs whilst complying with the business architecture; (service_design includes business change, not just digital product design). R3) Detail your method for attracting/recruiting/placing high quality and appropriately skilled various User Experience specialists. Explain your process for on-boarding potential candidates recommended by HMCTS UX Practice/other teams. R4) Explain how you plan to retain key resources for the duration of the contract and how you can commit to meet HMCTS's continuous need for User Experience expertise. R5) Evidence your ability to mobilise an appropriate team: a)Provide CV’s for the proposed team (include all detail of relevant UX/digital technical skills); b)Confirm their availability for contract start date. R6) Provide up to 3 case studies for comparable services that your company/team has delivered. Clearly detail and call-out applicability to this requirement plus key transferrable skills/ techniques. R7) Describe your approach to adding or replacing a User Experience specialist to an existing team without reducing the existing team's delivery velocity. R8) Describe how you intend to measure and manage quality and speed of delivery teams and individuals to ensure continuous improvement. R9) Propose your approach for enabling digital teams, delivering capability and ensuring that knowledge transfer is conducted during handover of project outputs to the HMCTS BAU maintenance team. R10) Detail value for money including how you will optimise costs and generate savings. Detail volume/duration discounts. Detail general benefit & cash value equivalent of offered value-add. R11) Explain how you understand the differences between different User Experience disciplines, eg: a User Researcher, Designer, User Experience Architect etc., and what value each of these experts brings WEIGHTING:- R1=5, R2=5, R3=4, R4=3, R5=6, R6=5, R7=3, R8=2, R9=2, R10=2, R11=3 Cultural Fit Criteria C1) Explain the approach for working with multi-vendor teams across multiple projects at different locations. C2) Explain how you will ensure collaboration at all levels of the project and programme delivery between users, team members, and management. Give examples of where you've taken this approach. C3) Explain how you would maintain a no-blame culture and encourage people to learn from their mistakes; provide examples.
