Route Services has a wide scope of services including: — Transactional shared services (e.g. payroll, HR admin, accounts payable and receivables). — Training (including technical skills, leadership, and apprenticeships). — Materials sourcing, handling, distribution and inventory management. — Road and rail logistics and distribution management. — Procurement and commercial management. — Provision of plant and heavy machines for track engineering works. These services are delivered with differing balances between in-house resource and procured spend, and around 85 % of turnover is spent with the supply chain. Part of our transformation is to develop the optimum mix between in-house activity and procured services, and also to make sure that we use sufficient commercial innovation to get best value. We will require support to select the best commercial models, and drive these through implementation. As a related activity within the Transformation programme, Route Services Contracts & Procurement are also potentially seeking support with running discrete sourcing events and wider procurement activities, for example development of category strategies. This would involve third parties providing support with managing sourcing projects through specific stages of the Network Rail sourcing process. NR utilises the Bravo contract management system, so familiarity with this system and its processes would be an advantage to ensure seamless transitions between different stages of the sourcing process. All activities would obviously also have to be conducted in line with NR's governance processes and EU procurement regulations. It is expected that the typical scope of work for sourcing would include, — Running sourcing projects from defined scopes of works; — Developing OJEU PINs, PQQs and ITTs, including liaison with internal stakeholders; — Issuing OJEU notices and managing the OJEU sourcing processes; — Leading and managing ongoing communications with suppliers, including coordinating clarification question processes for PQQ & ITTs; — Collating, analysing and moderating scoring of responses to PQQs and ITTs; — Preparing and issuing PPQ result communications, contract award and standstill letters; — Preparing gateway papers for approval at Route Services Procurement Executive Panel; — Preparing and executing supplier contracts and supporting schedules;
