Provision of Aviation Services to the Joint Services Parachute Wing (Netheravon) (JSPW(N)) for period 13.10.2017 to 30.9.2020 with 2 x 1 year option periods, 1.10.2020 to 30.9.2021 to 1.10.2021 to 30.9.2022. Background Adventurous Training (AT) is one of the cornerstones of personal and professional development within the Armed Forces with parachuting being one of the recognised AT activities. With RAF aircraft currently unable to support AT parachuting activities at the Joint Services Parachute Wing — Netheravon (JSPW N) and the following services will be required, civilian aircraft, pilot (chief pilot), ground support and aviation SME. These services will have to be conducted in accordance with the relevant regulations from BPA and CAA and the parachute training season will cover the period between February and mid-December. Requirement The requirement is for an enabling contract to include three core years commencing 13.10.2017 to 30.9.2020 with 2 x 1 year option periods, 1.10.2020 to 30.9.2021 to 1.10.2021 to 30.9.2022. The contract services required will comprise: (JSPW (N)) — Provision for the supply of an Aircraft — Up to 245 flying hours per parachute year, with a Guaranteed Minimum number of flying hours Aircraft must meet the requirements laid out in BPA Operations Manual for parachuting, must be able to carry a minimum of 16 parachutists and a minimum all up weight of 1700kg. The aircraft must be a turbo-prop and allow for side door exits and have a low static-line anchor point. The ability to draw fuel from on-site AVTUR fuel supply is essential. Aircraft provision must be suitable to meet the demands of 26 x 1 week basic courses (static line parachuting at 3500 ft) plus 13x2 week Intermediate course (static line & freefall parachuting, 3500- 12,000 ft). The Provision of aircraft to support static line and freefall parachuting at both JSPW(N) and FDTC W, with a replacement aircraft provided in the case of un-serviceability. For periods of up to one week, JSPW(N) will accept a reduced service of a replacement ac capable of carrying 11 parachutists (as per the FDTC(W) specification). A requirement of the contract is to be able to temporarily support the delivery of JSAT activity at alternative locations for up to seven weeks at a time; these locations may not be limited to within the UK but would be limited to Europe and could include Germany and Cyprus. — Provision of 1 x full-time BPA Pilot on an average of 37 hours per week. Must hold a current Professional Pilot Licence: either Air Transport Licence or Commercial Pilot Licence. Additional qualification and retention of currency to be held on aircraft type to be flown. An appointed qualified BPA Chief Pilot is required for both JSPW (N) and FDTC W.
