Tender description

This Tender is for the Supply & Delivery of Waste & Recycling Containers and will be split into 7 Lots as listed below: Lot 1 — Caddy Liners Lot 2 — Food Waste Containers Lot 3 — Plastic wheeled bin Lot 4 — Bin Liners Lot 5 — Galvanised metal wheeled bin Lot 6 — Galvanised metal wheeled bin (Refurbished) Lot 7 — Split recycling bags. CADDY LINERS — Food waste liners will be compliant with EN 13432. — Liners will be manufactured for maximum performance and durability. — Liners will be manufactured to withstand UV light, low temperature and heat. — The liners will be manufactured to withstand optional logo stamping. — Liners should be delivered in boxes to allow easy stacking. Boxes should display the contents on a label on the end of the box. Please see Specification for more details. FOOD WASTE CONTAINERS — The Containers e.g. food waste containers will be ergonomically designed to meet HSE principles. — The Containers will be manufactured for maximum performance and durability. — The Containers will be manufactured to withstand UV light, low temperature and heat. — The Containers will be manufactured to withstand logo stamping and the 23 litre caddy will require the Manchester City Council logo, website address and material type printing on the caddy. This will be included in the price of the 23 litre caddy. Please see Specification for more details. PLASTIC WHEELED BINS — The plastic containers shall be manufactured in compliance with the latest issue of European Standard EN840 or equivalent. — The plastic containers shall take account of prevailing Standards and wheeled bins shall be fully compatible with Manchester City Council automatic bin lifting equipment, in the instances of items In tab C of the pricing schedule template. — The plastic containers shall be so designed as to be capable of embodying a microchip to allow for future developments in relation to identification, weight, location etc in conjunction with a refuse vehicle load cell. All grey bins must be fitted with an RFID chip. — The plastic containers shall be equipped with rubber tyred wheels of approximately 200mm diameter mounted on a hardened galvanised steel axle. The wheels shall be secured to the axle by means of spring loaded springs. The wheels shall be delivered in stacks with both wheels and the axel inside except on the bottom bin in the stack which will have them affixed to the containers prior to delivery, unless otherwise stipulated by the council. — The plastic containers shall be manufactured from high density moulded polyethylene, ultra-violet ray stabilised. Manchester City Council will advise the Contractor of the required colour of the Container. At the time of writing 4 colours are used: Green — RAL code 6032, Blue — RAL code 5015, Brown 8015 and Light Grey 7011. — For items In tab C of the pricing schedule template, Lids of the plastic container shall be contoured so as to prevent the ingress of moisture/liquid into the body of the Container during storage or use, lids should also be designed to prevent the collection of water on the surface. The lid shall be secured to the body of the Container by means of plastic lugs (rivets). Containers shall be supplied with lids already fitted. — The interior of the body of the plastic container shall be smooth and have no roughness which may cause waste to cling. — For Items In tab C of the pricing schedule template the lifting rim of the body of the plastic container shall be reinforced on the underside, and these reinforcements shall comply with the aforementioned quality standards. — The upper rim of the body of the plastic container shall be designed so as to prevent the collection of water on the surface and subsequent ingress of water into the Container. — Any weld used shall not be visible to the naked eye from a distance of not less than two metres. — For Items In tab C of the pricing schedule template the plastic containers shall be provided with suitable handles for wheeling (allowing sufficient space for gloved hands) which shall not create problems for loading on to automatic lifting equipment. — Each plastic container shall be provided with the following identification moulded clearly on to the Container. Details of any artwork, lettering and the positioning of any other markings will be advised by Manchester City Council, and may include any or all of the following — a unique serial number. — logo/name of relevant Participating Authority. — month and year of manufacture (eg 03/2013). — quality stamp. — Material contents. — Web address. — Telephone number. — Material exclusions. — European standard the bins conform to. — Nominal Volume. — Total permissible mass in kg. — Decibel reading in compliance with European legislation for emissions for noise emissions for mobile outdoor equipment. — The plastic container will have a scuff lip of at least 10mm, it will also have no sharp edges. Please see Specification for more details. BIN LINERS — Bin liners need to be supplied in the following pantone colours Burgundy 40942, Brown 8658, Blue 50209 Violet — 2587 — Liners will be manufactured for maximum performance and durability. — Liners will be manufactured to withstand UV light, low temperature and heat. — The liners will be manufactured to withstand optional logo stamping. — Liners should be delivered in boxes to allow easy stacking. The boxes should display the contents on the end of the box. — Pairs of liners will be packed in a clear sealed plastic envelope measuring 230 x 300 x 50 mm 20 microns thick. The envelope will have the City Council logo on it and space for the residents address to be written. Artwork will be supplied upon ordering. The printed area will be 166 mm x 250 mm. — Bin Liners will be printed with the material type (Burgundy, Brown and Blue) and the city council logo. Violet liners will need the day of the week printing on them in Black ink artwork will be supplied upon ordering. Please see Specification for more details. Galvanised metal wheeled bins — The galvanised metal containers shall be manufactured in compliance with the latest issue of European Standard EN840 or equivalent. — The galvanised metal containers shall take account of prevailing Standards and wheeled bins shall be fully compatible with Manchester City Councils automatic bin lifting equipment, in the instances of items in Sections E and F of the pricing document. — The galvanised metal containers shall be so designed as to be capable of embodying a microchip to allow for future developments in relation to identification, weight, location etc in conjunction with a refuse vehicle load cell. — Any weld used shall not be visible to the naked eye from a distance of not less than two metres. — The galvanised metal containers shall be equipped with rubber tyre wheels in compliance with the latest European Standard EN840 or equivalent. — The galvanised metal containers shall be manufactured with maximum strength additives to resist UV light, cold and heat. — Each galvanised metal container shall be provided with the following identification marked clearly on to the container. Split recycling bags — Split recycling bags artwork will be supplied upon ordering. — Foldable, woven plastic without weighted base or top flap. — MCC logo, materials and recycling message to be printed on one side of bag. — The outer box should be printed with a description of the bag including size and net box weight and any accreditation stamps. — Woven Polypropylene Bag. — Printed in 4 colours 2 side with split divider & 500mm Grey Handles Size: 440 x 440 x 250.
