Leicestershire County Council (‘the Council’) on behalf of the Midlands Highway Alliance (‘MHA’) is looking to appoint a number of suppliers onto the MHA Medium Schemes Framework Agreement 3 (‘MSF3’). The scope of the MSF3, is for the execution of highway, civil and municipal engineering. Typical schemes may involve, but not exclusively, highway improvements, highway maintenance, highway infrastructure works ( including bridges, subways, culverts and retaining walls), public realm works (town centre enhancements), drainage improvements, canal works and other infrastructure works such as waste management facilities. The MHA was the first partnership of its kind in the UK which commenced in July 2007. The MHA are an ‘Unincorporated Association by Agreement’ and currently have a membership comprising local authorities and Highways England. A full list of members can be found here http://www.mhaweb.org.uk/about-us/membership/ MHA members share a common goal: to improve performance, share best practice and make efficiency savings in the delivery of highway services by working together. As a collective the MHA estimates (but does not guarantee or warrant) a total spend of approximately 250 000 000 GBP (Based on spend put through the MFS2 framework agreement a predecessor of MSF3) on the delivery of highways schemes during the lifetime of the framework agreement. Further details of the forthcoming procurement exercise can be found on the MHA website here: http://www.mhaweb.org.uk/ The Council anticipates that it will publish the contract notice for the MSF3 procurement exercise during October 2017. The MHA intends to hold its annual conference on the 21.9.2017 in Leicester. During the event council officers will be available to discuss in further detail the MHA's plans for the forth coming procurement exercise.
