The Council is seeking to appoint a development management organisation (DMO) to provide commercial expertise and assistance to further develop The Glass Works Retail and Leisure Development town centre scheme. The Council is seeking to appoint a development management organisation (DMO) to provide commercial expertise and assistance to further develop The Glass Works Retail and Leisure Development town centre scheme. Key elements of the scope of services expected to be delivered by the DMO are as follows: — Development and delivery of Scheme marketing and communication plan to B2B and B2C audiences. — Delivery of a successful scheme opening. — Project Management and co-ordination of the scheme pre and post scheme opening, with systems in place that ensure scheme delivery against budget and programme. — Cost Consultancy services for the construction phase may be required. — Management of post opening construction defects. — Engagement and management of a suitably qualified professional team to deliver the scheme on programme. — Delivery of a detailed leasing strategy to secure sufficient pre-lets from the right retailers/anchors and leisure operators to ensure scheme viability is sustained. — Engagement and coordination with the council's legal providers to secure agreements to lease with scheme occupiers. — Robust financial modelling and the development of a commercially viable scheme. — Maintenance of a detailed financial model and cost plan. — Provide advice with regards future and ongoing asset and property management arrangements. — Develop systems and protocols required for the successful delivery of asset management and property services. — Facilitate and advise accordingly in respect of procurement exercises the Council may undertake to secure asset management / Property management services. — Provide retail delivery services to coordinate the requirements of incoming retail and leisure tenants. — Provide BIM project management and information management services aligned to existing arrangements and protocols. — Provide resources / personnel to ensure on site quality control is managed. — Provide leasing support services in respect of design integration of incoming / prospective retailers and operators. — Provide services necessary to address neighbourly matters and issues that may arise. — Contribute to the delivery of effective governance arrangements.
