Portsmouth Outdoor Centre

Tender description

Portsmouth City Council 'the Authority', is inviting tenders for the management of Portsmouth Outdoor Centre. The Authority's vision for this centre is for a dynamic and active public offer with access to water which has all round appeal to both residents and visitors. The offer should provide for proposals which relate to community inclusion and other social value considerations. The operator will need also to ensure that it is actively contributing to broadening the range of attractions on offer in the city. The contract is full repair and lease with service concession agreement, current turnover for the site is approximately £300,000 per annum. The operator will be required to pay the Authority an annual fixed sum of £2,000 base rent with the option of also paying a percentage turnover to the Authority. The Authority is targeting to have awarded the contract by 19th September 2017. The contract will commence on 1st November 2017 and run for an initial term of 7 years extendable in increments to be agreed up to a maximum total term of 20 years. There will be the option for variant bids which allow for a longer base term of 10 years where significant improvements and investment can be demonstrated.
