Warrington Borough Council is seeking the supply,installation, maintenance and operation of electric vehicle charging points. The Council is constructing a Multi Storey Car Park, due to open in October 2017. There is a need to install 60 EV charging points within the car park. Over time there may be a need for further charging points within the town which will be included within the contract. The Council is seeking the supply and installation of EV charging points, the ongoing maintenance of the points and the operation of the points through a user card scheme that will cover the costs of operation and recover the costs of the supply and installation. It is intended that the fees will be charged by the winning bidder to members of the public and the revenue less the agreed maintenance and operational charges and any other income is passed to the Council. The Council is seeking options that will give ensure the most economic option to the Council, to provide the best value the Council is therefore asking for bidders to provide options for contract length. The Council is looking for proactive proposals to cover the capital, this may include the Council paying for the capital costs directly and including this in charges to the public or by the successful bidder providing the capital outlay, or other options.
