Tender description
CQC procured a National Resource Planning solution and support services to include integrating any system into the end to end planning and scheduling process and related systems that aid resource and demand management for planned/ unplanned inspections. However, the original contract for the National Resource planning solution is due to expire on 30.6.2017 and therefore CQC wish to procure support, maintenance and hosting services from the incumbent supplier who own the intellectual property rights which is at the core of the functionality of the planning tool as they are the only suppliers to be able to provide these services on the existing system. The system will utilise and engage multi-disciplinary resources from multiple locations, skills sets and professions mapping out availability and preference to ‘best fit’ specialist inspection activity. CQC procured a National Resource Planning Tool (Cygnum) 2 years ago from CACI Ltd and the contract is due to expire on 30.6.2017 with no further scope to extend. However, CQC require continuous support and maintenance of the Cygnum System. CACI Ltd, a single supplier, currently owns the intellectual property rights the Cygnum system. CACI Ltd also provides hosting, support and maintenance services of the system. CQC wishes to retain the use of the system w including the hosting of the system, support and maintenance, all of which can only be provided by CACI. Additional development requirements to improve functionality of the system will also be sought. The overall objectives of the solution are: — To implement a business critical national planning and scheduling solution that is reliable and flexible enough to support both the development of inspection services and the supporting infrastructure across CQC; and — Develop the recording and visibility of activity to enable the flexing of resources to accommodate unplanned as well as planned demands. — Increase Increase the capability of CQC as a regulator to drive the strategy of raising standards which put people first and enable CQC to be more responsive in the allocation of its resources — right people, right skills, right place, and right time.
