Summary of the work Provision of an Agile Business Analysis Service for the Criminal Justice System Common Platform Programme in accordance with the GDS Agile methodology. The Business Analysis Service will support teams and Product Owners to manage Jira backlogs and perform analysis to enable development of digital services. Expected Contract Length 24 months Latest start date Monday 24 July 2017 Budget Range The estimate for the anticipated team size for the initial engagement is 14. The target day rate MOJ is seeking to pay is £675. The total Supplier charge will be evaluated as per evaluation criteria %. Why the Work is Being Done Criminal Justice Service Common Platfrom Programme (CJSCPP) is a change programme to enable the CJS and agencies be more efficient and deliver a better service. For the first time, criminal case information will be kept together in one place. The CJSCPP is part of a wider portfolio of change being delivered by HMCTS under the HMCTS Reform Portfolio, affecting services in all jurisdictions. Problem to Be Solved Current CJS services are typically supported by paper and hard media based processes which are expensive, subject to frequent delay and often baffling to citizens without legal training. The CJSCPP is designed to develop efficient, proportionate and accessible digital services and ensure the work of the CPS and HMCTS in the CJS is managed and delivered via appropriate modern channels. Who Are the Users 1) As a citizen, view/track my case and plea online, be alerted to changes and for the case to proceed efficiently. 2) As a prosecutor, prepare and manage my case to enable an efficient and effective prosecution. 3) As a defence practitioner, understand the evidence of a case to best advise my client. 4) As a HMCTS administrator, manage the delivery of justice services so the process is delivered efficiently. 5) As a member of judiciary, access all relevant information so that I can make a judgement 6) As a prosecuting agency, submit evidence to provide HMCTS with relevant information. Early Market Engagement None Work Already Done The CJSCP Programme has a strong vision, design and architecture functions. It has delivered, and has further work in progress to deliver, live services to CJS professionals and citizens. New team members will be expected to work within established teams in the existing programme structure and design assurance and governance mechanisms. Existing Team Current development activities have teams in place. Each existing team comprises: a Product Owner, a Delivery Manager, a Technical Lead, a Business Analyst, a User Researcher, a UX/HTML Designer, one or more front end, back end or full stack developers and a QA specialist. It is expected that the successful provider will primarily augment these teams and may be asked to add business analysis capabilities for new teams yet to be formed, either to extend the capacity on existing projects, or provide the business analysis capability for other possible projects due to start during 2017. Current Phase Not applicable Skills & Experience • Have demonstrable experience of providing business analysis capability within a multi-functional agile team working in a structured agile approach to product development(7%) • Have demonstrable experience of producing&managing a backlog of clearly defined userstories, NFRs and acceptance criteria using BDD in an agile tool (suchas Jira) through all stages of agiledevelopment(7%) • Have demonstrable experience of playing a leading role in discovery/inception and ensuring effective collaboration between business experts, user researchers, user experience designers and technical team members. (3%) • Have demonstrable experience of working in a large scale agile environment.(3%) • Demonstrable experience of using a range of analysis&modelling techniques, for example: modelling current&desired future scenarios, business functions&processes, logic&rules, information flows and data structures(4%) Nice to Haves • Demonstrable experience of investigating operational issues, problems and new opportunities, and seeking effective business solutions through improvements in automation or new or changed processes/procedures, organisation and equipment. (3%) • Proven experience of working with Domain Driven Design.(2%) • Significant experience of delivery of business transformation enabled by digital services. (2%) • Proven experience working in the Public Sector and with the Digital by Default service standard.(2%) Work Location Primarily Southern House, Wellesley Grove Croydon CR9 1WW, and Rose Court, 2 Southwark Bridge Road London SE1 9HS (the "Base locations”, although some visits to other locations and UK Travel may be required.) Working Arrangments The Service is being delivered against the GDS Service Manual. SoW/Work-Orders will be issued to define the development outcomes of each project phase and typically span 3-6 months. The supplier team will initially be required to work onsite at the base location working a (5) day week. For works performed at a non-Base location and outside London (outside of the M25), all reasonable travel and expenses costs shall be met in accordance with the rates set out in the MoJ travel and subsistence policy. All expenses will require prior approval from HMCTS. Security Clearance Baseline Personnel Security Check (BPSS) which must be dated within three months of the start date. Additional T&Cs Any expenses shall be submitted in line with the Ministry of Justice Standard Travel and Subsistence policy. Suppliers shall provide transparency to the Buyer on the rates paid to resources and any third parties in the supply chain. No. of Suppliers to Evaluate 5 Proposal Criteria • Explain your overall Business Analysis approach and Delivery Methodology.(5%) • Describe your approach for ensuring that: what is designed&built achieves overall programmevision &meets userneeds while compliant with businessarchitecture; the service designed includes business change, not just technical productdesign(5%) • Detail your method for attracting and recruiting and/or placing high quality and appropriately skilled business analysts into HMCTS whilst minimising HMCTS's effort in selection.(5%) • Explain how you plan to retain key resources for the duration of the contract and how you can commit to meet HMCTS's continuous need for business analysts. (3%) • Provide five (5) CVs for the initial proposed team including details of relevant technical skills.(5%) • Provide up to three (3) cases studies as detailed in the Written Proposal Template.(5%) • Describe your approach to adding or replacing a business analyst to an existing team without reducing the existing team's delivery velocity.(2%) • Describe how you intend to measure and manage quality and speed of delivery teams and individuals to ensure continuous improvement.(1%) • Propose your approach for enabling digital teams, delivering capability and ensuring that knowledge transfer is conducted during handover of project outputs to the HMCTS BAU maintenance team.(2%) • Explain the Value Proposition; value for money, how the proposal will optimise costs, and generate savings. Demonstrate how discounts will be linked to volume and duration.(4%) Cultural Fit Criteria • Explain the approach for working with multi-vendor teams across multiple projects at different locations.(2%) • Explain how you will ensure collaboration at all levels of the project and programme delivery between users, team members, and management. Give examples of where you've taken this approach.(2%) • Explain how you would maintain a no-blame culture and encourage people to learn from their mistakes; provide examples.(1%) Payment Approach Time and materials Evaluation Weighting Technical competence 70% Cultural fit 5% Price 25% Questions from Suppliers 1. Can we include people already engaged in the programme as part of the resource we intend to supply, will there be an opportunity to utilise the BA staff (that you want to retain) currently engaged through expiring contracts under this contract should we be successful? The proposed contract will relace a number of contracts that are due to expire in late summer 2017.The winning supplier will be expected to meet the demand through its own staff/resources of the appropriate quality whether they have previous experience on the Programme or not. The Programme will not be making sub-contracting arrangements or similar on behalf of the winning supplier. It is unlikely that an incumbent supplier who only submits CVs of it current resources on the Programme would have demonstrated it's ability to meet the demand for a larger supply contract. 2. Can I just clarify that the 5 CV's required with the proposal are all Business Analyst CV's. Will there be a requirement to provide team members with other skill sets going forward? Just Business Analyst CVs. No other skill sets required. 3. Is clearance essential or can they be working towards it? Is this requirement inside IR35 or outside IR35? Security Clearance is essential.Our current assesment is that all our supply contracts are outside the scope of IR35. 4. May you please confirm if the resource is going to be full time for 24 months? The supply contract will be for 24 months. The length of time individual supplier resources will be on the Programme will be determined by the supplier, their performance, and the length of the Gate approval(s) for the particular project they are on. 5. Are you looking for someone from the supplier to manage the B.A's we supply? We will expect the supplier to manage the contract but we do not require or expect to pay for an additional resource to manage the BA service delivered other than the BAs themselves. 6. Can you please clarify what level of clearance the candidates will need to have? Is it SC or DV or BPSS? BPSS as stated above. 7. At what point in the process will the proposal and cultural fit criteria questions be expected? This is a pretty comprehensive list of criteria but there isn't anywhere in on the application to provide that information. DOS outcome competitions are two stage processes. Round 1 is for suppliers to enter responses to the Essential and Nice to have criteria within the Digital Marketplace Portal. These will be evaluated and the five suppliers who score most highly against the Essential and Nice to have criteria will be invited to provide full proposals for Round 2 which will be evaluated against the Proposal, Cutlrual Fit and Price criteria. 8. For clarity, please can you advise if you are expecting all 14 BAs to be available to start on July 24th? No but we will expect all 14 to have started by the end of August 2017. 9. For the BA resources that you are seeking, do you have SFIA grade(s) in mind for the candidates that you would like to consider? No. We are seeking a supply partner that has resources who can deliver the essential and nice to have skills criteria listed in the requirements. 10. Following on from Answer 8 above, please can you provide a more detailed schedule of when you intend the resources to commence their respective engagements? We are not being perscriptive as to exact start dates for each 'role'. A number of our existing DSF supply contracts will be terminated at the end of August and we must have the new supply contract resources in place and effective by that date.
