Tender description

The contract is for the main design and construction works of the Glasgow Airport Investment Area project. The procurement is for the design and construction (including defects maintenance) of the main infrastructure works related to the Glasgow Airport Investment Area (GAIA) project. The GAIA project will deliver infrastructure and environmental improvements with the objective of facilitating the creation of a world class business and commercial location around the airport and existing manufacturing centres in the heart of Renfrewshire. The main infrastructure works include but are not limited to: — Realignment of Abbotsinch Road; — Wright Street Link (A new bridge spanning the White Cart -River from Wright Street to an approach road of Arran Avenue); — Cycle Lane Connections (improved connections to existing cycleways and corepaths); — New and improved junctions; — Drainage; — Landscaping; — Inchinnan Cycleway (new off road cycle way connecting proposed realigned Abbotsinch Road to Inchinnan Business Park including a new cycleway/ pedestrian bridge spanning the Black Cart Water). In November 2016 the Council issued a PIN for the Glasgow Airport Investment Area (GAIA) Construction Project (OJEU ref: 394668-2016 (2016/S 217-394668) inviting contractors to a market engagement event in January 2017. The event consisted of a communal project update session and 1 to 1 interviews with tier 1 contractors who expressed strong interest in the GAIA project. The Council has considered feedback from these contractors both in questionnaires previously issued to, and completed by, the contractors and the 1 to 1 interviews in the development of the intended procurement strategy. The Council is issuing this PIN to update the market and allow them to prepare for the tender. The Council's intended approach is to use the restricted procedure to procure a Design and Build (including defects maintenance) Contract with 1 Contractor likely in the form of an NEC4 Engineering and Construction Contract Option A Fixed Price Lump Sum with an Activity Schedule. The Council is issuing this PIN to update the market and allow them to prepare for the tender.
