Tender description

The contract is for the main design and construction works of the Clyde Waterfront and Renfrew Riverside (CWRR) project. The procurement is for the design and construction (including defects maintenance) of the main infrastructure works related to the Clyde Waterfront and Renfrew Riverside (CWRR) project. The CWRR project will deliver infrastructure and environmental improvements with the objective of facilitating the regeneration of the waterfront as an attractive, vibrant and sustainable urban area; improving access for communities north & south of the Clyde to key residential, employment, healthcare, public transport and leisure sites for all modes of transport; enhance the local environment through the use of high quality landscaping, optimise the operation of the local road network, resulting in improved journey time reliability and safety; and improve access to, and enhance, local green space. The main infrastructure works in the contract include, but are not limited to: — Opening bridge over the river Clyde. — New bridge approach roads. — Renfrew North development road (new road between Kings Inch Road/ Ferry Road, Meadowside Street and the A8 at Argyll Avenue/Inchinnan Road). — Cycle lane construction and connections to existing cycle routes. — New and improved junctions. — Drainage. — Landscaping. In November 2016 the Council issued a PIN for the Clyde Waterfront and Renfrew Riverside (CWRR) Construction Project (OJEU ref: 391090-2016 (2016/S 215-391090) inviting contractors to a market engagement event in January 2017. The event consisted of a communal project update session and one to one interviews with tier 1 contractors who expressed strong interest in the CWRR project. The Council has considered feedback from these contractors both in questionnaires previously issued to, and completed by, the contractors and the one to one interviews in the development of the intended procurement strategy. The Council is issuing this PIN to update the market and allow them to prepare for the tender. The Council's intended approach is to use the competitive procedure with negotiation to procure a Design and Build Contract (including defects maintenance) likely in the form of an NEC4 Engineering and Construction Contract Option C Target Contract with an Activity Schedule.
