Leeds Alternative Refuelling Station

Tender description

Leeds City Council will shortly be beginning the procurement process to appoint a company to finance, design, build and operate an Alternative Fuel Station. The Council’s base requirement is the provision of CNG via a connection to the High Pressure Main. However, organisations that can add-value by way of additional alternative fuel options at the site (for example, Electric Vehicle (EV) charging, Hydrogen, Hythane) will be scored positively in evaluation if it is clearly demonstrable that their plans are deliverable and additional emissions benefits will be achieved. As this procurement has a number of complexities, the Council is providing this information pack to the market place in anticipation of launching the tender to seek feedback from the market on a number of issues. The intention is that the feedback will be used to overcome the key barrier to starting this tender – acquisition of a suitable plot of land that meets the requirements of the market, in respect of size, shape, condition, and proximity to key utilities such as the high pressure main.
