This is a Direct Award Contract to provide PSNI with technical Software licensing Support for its Oracle Databases. On-going renewal of Oracle Technical Support is paramount for PSNI to sustain business continuity. PSNI require continuous technical Software licensing Support for its Oracle Databases and based on the uncompetitive nature of this market requires them to establish a Direct Award Contract.. . Where competition is absent for technical reasons. regulation 32. 2. . b. . ii. There are derogations under the regulations to award a contract to a single supplier where the supplies or services can only be supplied by a particular supplier.
