Tender description

The Authority invites applications from suitably experienced providers who wish to be considered for selection to apply for admission to the Dynamic Purchasing System (DPS) for the provision of Learning and Development Services. The DPS is due to go live on 29.6.2017 and will operate for a period of up to 10 years, to be reviewed annually. The Council offers 3 lots under the DPS which are: Lot 1: Apprenticeship Programmes; Lot 2: First Aid and Health and Safety Training; Lot 3: Generic Continuous Professional Development (CPD) Activity for Isle of Wight Council staff (including leadership and management, HR, communication, equality and diversity and other similar programmes; Providers can submit their response for any or all of the lots listed above. As of April 2017 Central Government will be imposing a levy on all businesses that have a wage bill of more than GBP 3 million. The Authority falls into this category and has a target of 2.3 % of its workforce to be new apprentices on an annual basis. This means the Authority has an ongoing requirement to provide apprenticeship opportunities for new apprentices and existing staff. The delivery of apprenticeship activity has been identified as a core component of the skills growth agenda of the Authority and local partners, including Solent Local Economic Partnership (Solent LEP). The Authority currently offer apprenticeships to new and existing staff in the following areas: Management, Health and Social Care, Business Administration, IT, Customer Service, Assessor(TAQA), Business Improvements. The Authority will also be looking to procure Apprenticeship Programmes in the following areas and increasing the topics year by year as new standards become available: Assistant practitioner adults, Chartered Management, Chartered Surveying, Digital Marketing, Human Resources CIPD, Leadership and Management, Project Management. The Authority is committed to train staff in First Aid and Health and Safety. The Authority currently offers Health and Safety to new and existing staff in the following areas: Health and Safety for Managers, First Aid (Full — 3 day, Refresher — 1 day and Paediatric), Legionella awareness, Manual Handling, Personal Safety. The Authority will also be looking to procure the following (amongst others): First Aid ( Full — 3 day, Refresher — 1 day and Paediatric), Legionella awareness, Manual Handling, Personal Safety. The Authority provides CPD activity in relation to business need and job role requirement. The activity is underpinned by the Authority's Behaviour Framework and linked to the learning and development pathway for staff and managers. The Authority currently offers CPD to new and existing staff in the following areas: Recruitment & Selection, Behaviour courses, Performance management, Team leading, IT skills using Excel and Word, Resilience — Stress, Mental Health aware, Leadership skills, Project Management ( plus PRINCE delivery), Coaching. The Authority is committed to train staff and also expects to procure (amongst others): Safer Recruitment or Practical Recruitment and Selection, Business Planning /Strategic Planning, Behaviour courses, Performance management, Leadership skills, IT skills using Excel and Word, PRINCE 2, Customer Service (inc conflict resolution face to face and by phone), Problem Solving and Thinking Ahead, Planning and Managing Workloads (prioritisation) half day, Negotiation Skills.
