The Welsh Government wish to procure an Independent Monitoring and Evaluation Service for their Warm Homes Wales programme. The Warm Home Wales programme covers the following schemes: Arbed and Nest. More information about these schemes can be located at the following link: http://gov.wales/topics/environmentcountryside/energy/efficiency/warm-homes/?lang=en The Independent Monitoring and Evaluation Service would be expected to quality assure the delivery of these schemes via inspections, auditing and reporting. The monitoring and reporting would be based on both technical and commercial aspects of the schemes and would require expertise in the area of energy efficiency and the relevant measures implemented in domestic properties to improve this.
