Summary of the work Provide the necessary knowledge, skills and experience to expedite the delivery of a public sector digital transformation project utilising a digital platform comprising software capabilities from Oracle, Microsoft and Software AG, with the latter focussed on Business Process Management (BPM) and Master Data Management (MDM). Expected Contract Length 1 year plus option for a further 1 year Latest start date 22/5/2017 Budget Range Budgetary limit for the firm element of the Delivery Lead Services is up to £554,000 (inc VAT) for 1 year of services. Additional variable element of up to £184,000 (inc VAT) is available for additional services offered by the supplier in their proposal to support the requirement. Why the Work is Being Done The British Army is undertaking a programme of transformation to respond to a changing geo-political environment, implementing optimised ways of working and, ultimately, delivering better outputs at lower overall cost to the taxpayer. Project JANUS is the Army's digital transformation platform and, as such, is working directly for the Army Chief Information Officer (CIO) to enable some of the Army's transformation objectives to be realised. Problem to Be Solved Implementing digitalisation projects on behalf of the Army CIO, in accordance with Army priorities. Following projects through the operating model lifecycle from "Discover" through "Decide" and "Deliver" and into "Operate". Solutions will be implemented using the Army's digital platform and hosted in the Army Hosting Environment. Who Are the Users Users are drawn from throughout the Army in various differing stakeholder communities relating to subjects such as change portfolio management, risk management, logistics and support planning, personnel management and activity/output planning. Users can be at any level in any part of the organisation. The User community is expected to evolve as the range of delivered solutions expands over time. Early Market Engagement N/A Work Already Done The project has been delivering digital business solutions since August 2015. Some solutions have been delivered, others are in-flight for delivery using agile/SAFe methods, other remain in concept phase at this time. The selected supplier must be able to seamlessly continue leading the delivery of highly effective digital solutions. Existing Team JANUS is run by a small team of civil servants augmented by external technical resources to deliver the required outputs. Delivery of digital business and technical services is performed by a team of industry experts who are skilled in the delivery of BPM and MDM digital solutions, with the current supplier being Software AG. The Delivery Leads are an integral component of the overall delivery framework and act as a go-between between the Authority (The Army) and the principle supplier (Software AG). They are responsible for horizon scanning for new requirements through to delivery of digital business solutions. Current Phase Live Skills & Experience • Recent domain experience (at OF-3/4 or equivalent) in Defence and Army HQ • Knowledge, experience and demonstrable ability in Business Process Management concept, design and delivery • Experience and demonstrable ability in process modelling using ARIS (the Army's mandated modelling tool) • Knowledge and demonstrable experience in the application and utilisation of WebMethods (the Army's BPM software suite) • Knowledge, experience and demonstrable ability in Requirement Management (capture, setting and delivering) in an AGILE environment • Knowledge, experience and demonstrable ability in operating effectively within a SAFe construct • Knowledge, experience and demonstrable ability in business analysis • Knowledge, experience and demonstrable ability in stakeholder management, facilitation, communication and provide evidence of operating in a collaborative empathetic team environment • Knowledge, experience and demonstrable ability in programmatics, multiple team coordination and facilitation skills • Knowledge, experience and demonstrable ability in envisioning and delivering proven digital transformation strategies • Knowledge, experience and demonstrable ability in the delivery of digital services and the associated business change • Knowledge, experience and demonstrable ability to communicate effectively at all levels of the organisation, coupled with exceptional written and oral briefing skills Nice to Haves • Working knowledge and understanding of Government Digital Frameworks and experience of down selection and assessment methodologies • Knowledge, experience and demonstrable ability to continuously develop and implement transformation methodologies and software delivery life cycle • Working knowledge of MDM methodologies and their practical application in support of digital transformation initiatives • Working knowledge and understanding of Integration techniques including API management • Experience of specifying and delivering User Interfaces to improve customer experience • Knowledge of current (and planned) Defence and Army applications Work Location It is expected to be a mixture of on-site and off-site working. When on-site, the supplier will mainly be working at Information Exploitation (IX) Department, Army Headquarters, Ramillies Building, Marlborough Lines, Monxton Road, Andover, Hampshire, SP11 8HJ. Working Arrangments The Supplier shall not be supervised, directed or controlled regarding how the services are delivered. The Supplier shall use its own equipment where security requirements permit and is expected to provide the services on such hours/days as required to meet any deadlines, as agreed between the Supplier and the Authority. The Supplier shall provide the necessary resources to support the Services which shall include one or more specialists in the delivery of digital outcomes. The Supplier must have the necessary office facilities to support their own off-site working. Security Clearance All work will be completed at the OFFICIAL classification level. Security Clearance (SC) will be required for each worker for the duration of the contract. Can you please clarify is this falls inside or outside IR35. This requirement falls outside IR35. 2. Will it be possible for the client to to have a briefing call on this opportunity for the suppliers? If the supplier is down selected for an interview/presentation they will receive a short briefing during the introduction to the session. 3. If a supplier can meet all of the critical requirements, but has not achieved experience working with the Army/Defence, will you still consider their application - particularly if they can demonstrate success of similar programmes with public sector organisations? All applications will be considered, generic transferable experience from comparable work will also be acceptable, however this is a business facing capability and the service provider will be expected to have significant knowledge and experience of how Defence works. In addition they will know how the Army contributes to Defence outputs, its processes, culture and ways of working. This is important because the DL capability will need to challenge the business with the confidence and gravitas required to enable the digital transformation and associated business change.
