Summary of the work Review and prioritisation of digital work programmes, to ensure synergy with UHB digital SoP and the National digital strategy. Structured and phased Digital Transformation plan aligned to our “Turning the Curve” transformation priorities. Methodology to capture benefits realisation demonstrating the impact of digital programmes, delivering both systems and financial efficiencies Specialist role Delivery manager Expected Contract Length 3 - 6 Months Latest start date 15/05/2017 Who Speclialist Work With Executive Team Chief Executive Director of Therapies Head of IM&T What Specialists Work On Improving engagement between the IT department and the wider clinical workforce has been identified as an imperative. Work done over the past year, including the appointment of an Assistant Medical Director for Information Management & Technology, has sought to engage clinicians in IT work and has had some success. The IT department itself recognises the challenges of delivering a broad agenda at pace, and in a financially constrained climate. Essential to meet these challenges will be the need to develop clear strategies for prioritising transformation work, balanced again the routine work of the department and its commitment to established projects. Skills & Experience • Adding “value” to IT architecture in a complex organisation • Managing large scale shared service external supplier(s) • Financial management and contracting in an NHS environment • Political sensitivity/ influencing to effect change both internally and externally • Proven experience of benefits realisation delivery • Track record of delivering digital change solutions in large complex organisations Work Location Cardiff and Vale University Health Board, Cardiff and the Vale of Glamorgan Working Arrangments The individual appointed will be expected to be outcome focussed and self-managing. Hours will be varied according to the need of the project, ensuring that outputs are delivered on time. Hours will be expected to be worked over 2-3 days/week. The period of time to complete the assignment is expected to run for 6 months, in the first instance, with a review at 3 months. Why does Cardiff and Vale UHB need a digital transformation lead? The UHB is a large complex NHS organisation and needs to scale it's digital delivery to support required service transformation to support service redesign to give quality services at a reduced cost base. 2. Why can't the current team do this, what extra do you need from this digital transformation lead? The UHB IT team has both networking and development skills, but would benefit from additional strategic leadership to ensure focus is given to our transformation programme " turning the curve". The lead would work as a key part of the transformation team, but also closely with the IT team, guiding prioritisation of activity and undertaking benefits realisation. 3. Is this role solely IT or does it include information management too? IM and IT work closely together , being led by two different Assistant Director of informatics, though to give us the ability to implement change at pace, this role will focus on IT only. 4. Is it necessary to have experience of working with NHS IT ? Yes, this role is for 3-6 months , and we need an individual who is well versed with NHS IT, and the requirements for patient care and management systems. The need to deliver change at pace requires an individual who can embed themselves quickly. 5. How large and complex an organisation is Cardiff and Vale UHB ? We are a capital city with the most diverse and rapidly growing population in Wales , so the demands on healthcare are high. We have over 14,000 staff and a budget of £1.2 bn. We both commission and provide services for our resident population of 475,000 but also provide some tertiary services for South Wales and others for all Wales. Primary community and mental health care fall within our remit as well as hospital care. 6. You mention working with large suppliers, who is your largest? The National Wales Informatics Service (NWIS) is the largest supplier and a key agency for interaction with. Contract management and the implementation of national products is an area for analysis. 7. This role is part of the transformation team, is that fully established? We are keen to move at pace to establish our transformation programme, appointments for other roles are currently in progress. 8. What are the transformation themes? A we have 3 broad themes 1. Unscheduled care and flow2. Community development, working to develop resilient communities to implement the vision in the UHB strategy "shaping our future wellbeing"3. Planned care, to reduce variation and reduce cost base , including eg.reduce hospital based outpatients by 30 % by March 18. 9. Can you confirm that this assignment will only need to be worked on over 2-3 8 hour days for the duration of 6 months? The consignment will be for 2/3 days for 3-6 months at the discretion of the Health Board 10. To what extent will the individual be expected to work on site? The individual will be expected to work on site 2/3 days per week 11. Would you consider provision of a specialist who is subject to IR35? Yes we would
