Southend-on-Sea Borough Council (the ‘Council’) is seeking to bring together an experienced and appropriately qualified Architect-led design team with outstanding design and detailing skills to take forward the development of a 60 bed care home and learning disability day care centre on the site currently occupied by the Priory School in Burr Hill Chase in Southend-on-Sea. Southend-on-Sea Borough Council is a Unitary Authority serving a population of approx. 174 000 residents. The Council is located approximately 40 miles east of London, situated north of the River Thames. A feasibility study has been undertaken to investigate proposals to provide modern Learning Disability Day Care and dementia friendly Residential Care facilities for the residents of Southend-on-Sea to replace the ageing current facilities. Initial feasibility work included the provision of a number of extra care residential units. This element is not included in the final scheme. Project Objectives and Scope of Required Design Services The design team should consist of all consultants and sub consultants required to deliver RIBA stages 2 -7. This includes the submission of the planning application to ensure that there are a minimum number of conditions to discharge. The design team will be responsible for commissioning all surveys and specialist advice required in order to submit a planning application and, subsequently, to take the project through to completion. It is envisaged that the building procurement will use the JCT Standard Building Contract with Quantities although this will be subject to review during the design process.
