Tender description
This Prior Information Notice (PIN) does not constitute a call for competition by Solihull Community Housing (SCH) for the procurement of any services, supplies or works. This PIN is issued solely for the purposes of an Early Market Engagement (EME) exercise. No information in this PIN, or provided during and for the EME exercise, constitutes any commitment by SCH to undertake a procurement exercise in the future. SCH is undertaking a service review of its Energy Management Service Agreement (EMSA), and as part of this review process SCH will be conducting an EME exercise to establish; the market status (capacity, capability and experience), and the markets view on the available options for future service delivery and contract procurement. Through the review process SCH is looking to identify areas of service improvement that are feasible, cost effective and will provide added value to SCH and its' residents. The EMSA covers the total management of district heating system installations. The district heating systems consist of biomass boiler installations (with gas back-up) located within 13 plant rooms that service heating and hot water to 23 high rise residential buildings and up to approximately 1 300 flats contained within. Service provisions include: — Management of efficient biomass plant operation, including fuel supply (both biomass fuel and gas back-up). — Planned preventative maintenance to biomass plant. — Responsive repairs to biomass plant and associated service installations, including management of call-outs and response times. — Responsive repairs to tertiary heating systems installed within residents flats. — Management and administration of resident heat billing, including tariffs. — Management of vulnerable heat customers. — Provision of supporting data as required by SCH for submission to Ofgem under the Renewable Heat Incentive (RHI) scheme.
