Tender description
The Paving, Utilities and Infrastructure project is a mix of civils/ground-works and associated works required as part of the Dover Western Docks Revival scheme (DWDR) at the Port of Dover. These works include but are not limited to the following: — Demolition, — Estates and Quayside Paving Construction, — Highways Construction, — General Hard and and Soft Landscaping, — Associated Highways and Street Furniture, — Fencing, — Access Gates, — Isolated Foundations, Bases and Footings, — MEICA Installations. Further detail on the scope is available in the Pre-Qualification Invitation Document. This notice is published to formally engage with the market and determine suitable candidates who could successfully be involved in early engagement, design and the subsequent delivery of the works required for the Paving, Utilities and Infrastructure project at the Port of Dover. Suitability will be assessed through the qualitative assessment of potential tenderers as set our within the Pre-qualification Documentation. Proposals presented must be submitted strictly in accordance with these instructions. Following this qualitative assessment the 4 (four) most suitable tenderers are to be invited to submit 1st stage bids for the works. It is currently proposed that this will take the form of a 2-Stage tender process as follows: Stage 1 — The 4 chosen tenderers will be asked to submit a 1st Stage tender to identify a Preferred Bidder whom would then enter a Pre-Construction Services Agreement (PCSA) and proceed to the 2nd Stage. Stage 2 — The PCSA will require the Preferred Bidder to support, input and optimise the Employers design, progressing this up to RIBA Stage 4. At this juncture the Employer will freeze the design and the Preferred Bidder and the Employer will agree the lump sum Contract price. Please note that this strategy may be subject to change based upon the Pre-qualification process/market engagement. This may include an altered procurement route or an increase/decrease of tendering parties.
