Tender description
Central Bedfordshire Council (CBC) is looking to secure the provision of new residential care homes for older people in 2 locations in Central Bedfordshire. Prior to commencing the tender we anticipate undertaking pre-market engagement. The objective is to establish the level of interest in the proposed contract(s) and to understand the concerns and preferences of potential providers. Participation is open to any providers who have previous experience of operating care homes for older people. As some care home operators may lack the capacity or experience to plan and undertake the development of a new care home, providers may wish to engage a construction partner that has this capacity. Potential suppliers are welcome to register an interest via the procurement portal (https://in-tendhost.co.uk/centralbedfordshire) to attend the planned briefing session and exhibition. Details of the event will be provided to those who register an interest by 12.5.2017. CBC is mid-way through a programme of replacement of the 7 care homes for older people which it operates directly. It has set a target of the end of 2020 for the capacity in all of these homes to be replaced in new-build homes. The expectation is that the independent sector will develop these new homes and then offer places to CBC (on the same basis that it contracts with other independent sector providers) allowing the closure of the CBC-run homes. Thus far 2 homes have closed and the future of the third is being considered. Of the remaining 4, 2 are in areas where new homes are expected to come forward in due course but 2 are in areas where suitable sites for replacement capacity are in short supply. In these 2 areas (Leighton Buzzard and Flitwick) CBC is planning to make sites available for the development of replacement care homes and has sites in its ownership identified for this purpose. Lot 1 is the Flitwick site only. CBC is mid-way through a programme of replacement of the seven care homes for older people which it operates directly.
