Summary of the work An exciting opportunity for talented, tenacious individuals looking to join our team and take lead in creating world-class services in the Prison and Probation environment. You will ensure the secure delivery of high-quality, user-centred products that positively impact the lives of offenders, prison staff and society as a whole. Specialist role Delivery manager Expected Contract Length SOW001 dated to 30/06/2017. Subsequent SOWs 3 month durations, up to 24 months Latest start date 01/05/2017 Who Speclialist Work With We're building a team of around seventy experts in Web Development, Design and User Research in Sheffield. This is a brilliant opportunity to be part of a growing team from its nascent stage and to play an active and continued role in the strategic development of the team and studio approaches. -Product team of product owner, interaction designer, developers -Agile coach for the studio -Head of Delivery in Sheffield -Community of delivery managers (currently you plus one other - growing to 8 in Sheffield), MOJ delivery management community (based in London), cross-government agile delivery community What Specialists Work On Enable team members to create/run outstanding digital services using appropriate agile principles/methodologies, learning & iterating approaches frequently, to ensure the team deliver in the most effective and efficient way possible Remove impediments/blockers for the team Work with the product manager and other team members to define the roadmap for your service and translate this into actionable user stories and sprint-by-sprint plans Lead the collaborative, dynamic planning process for each sprint, helping team members prioritise work against the capacity and capability of the team Participate in the agile delivery manager community, sharing/re-applying skills/knowledge and bringing in best practice Skills & Experience • Proven experience in delivering high quality digital projects and products • Proven experience using a range of agile tools and techniques • Proven experience balancing multiple priorities and dealing with ambiguity • Proven ability to challenge and remove any unnecessary barriers to service delivery • Experience in matrix-managing multi-disciplinary teams • Highly articulate and credible at a senior level, consistently delivering accurate reporting as to the current state of play with regard to the delivery of your service • Experience creating an excellent, delivery-focused, fun team environment where all team members from a range of disciplines thrive Nice to Haves • Strong negotiation skills and the ability to influence external partners, stakeholders and customers to secure mutually beneficial outcomes • Excellent understanding of the digital landscape (inside and outside of government) and the opportunities for service improvement and innovation offered by digital technology • A high degree of market awareness, with demonstrable experience of innovative approaches to procuring services and of managing relationships with suppliers Work Location Greenfield Hse, 32 Scotland St, Sheffield, S3 7DQ (with some time in London) Working Arrangments The role is Sheffield based, but there may be travel involved to other regions of the country including London. There is a £5000 limit on travel expenses: expenses will only be covered for meetings outside of Sheffield. Travel between Sheffield and the supplier’s location will not be covered. Please remove your email signature, and do not include the Candidate day rate. 2. Any specific format(pdf,doc) in which CVs has to be sent? No 3. For the email to Trello it states, "Please remove your email signature...". Why is that? Our CVs include information that refers to us. Do you need that removed too? We ask for email signatures to be removed as the entire body of the email, including signatures, is used automatically to populate the trello card. We require the supplier/agency contact details but often signatures include pictures and information we do not need for evaluation and serves no purpose but to clutter the card and make it more difficult for evaluators to pick out the important information quickly. 4. Can the candidate get Disclosure of Scotland after the candidate is selected? The clearance required for this role is basic clearance. Disclosure of Scotland is not a specific level of clearance but is an example of the acceptable level. We are happy to consider candidates that have not yet gained the basic clearance, however it is recommended that once you reach evaluation (interview) stage, you begin the process. Alternatively, if you wish to wait until you've been selected for the role, that its fine. This does however need to be reflected in your earliest possible start date, which is considered during evaluation as many of our roles need to be filled urgently. 5. What would be the maximum day rate for this role? It is not mandatory for us to publish our budget range, and we do not wish to do so. The hope is that candidates will be put forward at rates that truly reflect their technical experience and attitude, not at rates that are put forward in response to a figure published by us. We haven't had any issues with this approach with previous roles - we've found candidates with lower rates than we expected, as well as some above our original budget that are worth a little extra spend. We hope this doesn't prevent any possible applications. Thanks! 6. Is occasional remote working allowed? Remote working is allowed but will be by arrangement with the Product Team that requires this role. Our teams are self-governing and outcome oriented so regimented working arrangements are not part of our model.We will always take special needs into consideration when organising our work but there might be specific team days where studio attendance is expected. 7. Can more than one candidate per supplier be submitted for this role? Yes, separate emails have to submitted for each candidate 8. Will this role be within IR35? MOJ have assessed that this role is outside IR35. The successful candidate is required to complete the HMRC online IR35 assessment and provide a pdf to both the supplier/agency and to recruitmentsheffield@digital.justice.gov.uk 9. Can any other security clearance such as CTC, SC or DV be considered for this role? Yes the above clearance is sufficient for the role 10. Is there a deadline on the 20th April for the email to Trello ? Or is up to midnight okay? Same deadline as opportunity? Midnight close date 11. What is the lead time for feedback once the application is submitted? Lead time will be dependant on the number of candidates submitted against the requirement.
