Affordable Housing Combined Authority Delivery Arrangements Consultancy Contract

Tender description

The Cambridgeshire and Peterborough Combined Authority (CA) is a combined authority covering the ceremonial county of Cambridgeshire in the East of England. The CA has commissioned South Cambridgeshire District Council to lead on the delivery of the £100m programme and to lead on the appointment of consultants to support the process. The CA has secured £170m in funding to support the development of new affordable housing. The CA has committed to: • Ring-fence £70m to Cambridge City to support the start on site of 500 affordable homes by April 2022 (not in scope for this procurement) • Use £100m to start on site with an additional 2,000 affordable homes across the CA area by April 2022. SCDC is seeking to appoint a Consultant to provide expert independent advice to provide a robust mechanism for assessing the suitability of housing development investment proposals. This shall include: • Finalising the key objectives for the £100m fund • The creation of rules and procedures needed to achieve good governance within the CA constitution • Detailed operational processes • Detailed criteria by which to assess funding options • Advice on due diligence • Advice on monitoring arrangements required including grant recovery mechanisms • Development of a set of metrics to be agreed by the CA • Support with the structuring of funding packages • Advice on recovery of set up costs from developers • Advice on the need for on-going specialist support and the procurement process to secure the negotiating team.
