Swindon Borough Council Adult Community Learning Swindon Borough Council invites expressions of interest from suitably qualified and experienced service providers for the provision of Adult Community Learning to deliver courses that will achieve the strategic priorities of the SBC Adult Community Learning Plan 2017-20. Scope of Services The Service will deliver the Adult Community Learning Strategic Priorities: Target provision to widen participation and meet the needs of people who are disadvantaged and least likely to participate in learning or to be able to self-help, including people on low incomes, those with low skills, at risk of social isolation and/or those furthest away from the labour market, for whatever reason. Aspire for all our learners to achieve outstanding outcomes no matter what their starting point, supporting all adults to achieve their first L2 English and Maths qualifications. Progress learners by working with partners and stakeholders to develop accessible progression routes that meet all learner’s needs. The commission is divided into 7 Lots comprising of three Lot ranges which are detailed in the table below, designed to secure the curriculum that will meet identified needs and encourage the widest range of providers and innovation for Swindon Borough Council Adult Community Learning. . Lot Type of Course 1 - 3 Getting Started: short courses to engage learners. Minimum 10 hours and maximum 15 hours. 4 - 6 Getting Ready: longer courses to build resilience, punctuality, and attendance (work skills). Minimum 20 hours and maximum 30 hours. 7 Moving On: more formal longer accredited courses in preparation for work, e.g. Technical skills, English, maths. SFA funded accredited courses. The estimated total annual value for Lots 1 to 7 is £266,000, the value of the total contract(s) including the extension periods is potentially £798,000. Contract Period The contract will be initially for a period of 12 months commencing 1 August 2017 with options to extend for a further two options of 12 months, (a maximum total of 36 months) subject to satisfactory contact performance and continued grant funding. This is a competitive tender, contract(s) will be awarded to providers that are deemed to represent the most economical and advantageous tender of each Lot, and deliver outstanding teaching, learning and assessment.
