Summary of the work Create Java-based Microservices to enable the HMPO Digital Application Processing System to be delivered. Specialist role Developer Expected Contract Length 6 months with a view to extension to 24 months Latest start date ASAP Maximum Day Rate Up to £700 Who Speclialist Work With You will be working with a full team made up of Delivery Manager, Product Owner, Business Analysts, Developers, Automated Testers, Service Manager, User Researchers and Content Designers. What Specialists Work On HMPO's Digital Application Processing team replacing the back end functions currently delivered by an external supplier. Skills & Experience • Expert in software development and delivery. • Expert in Java 1.8 and associated technologies • Comfortable working as part of a team which delivers frequently to production and collaborating with other development teams. Nice to Haves • Worked on multi-team projects • Worked in pair-programming environments Work Location 2 Marsham Street, London but will be moving to near St James Station at some point. Or Royal Pavilian, Aldershot Working Arrangments Working Hours 9/9.30 - 5 / 5.30pm Working from home is by exception and only with Delivery Manager's agreement. Security Clearance SC Clearance preferred. This process can take up to 25 days to complete for non-cleared applicants. This vacancy is for a Java Developer. 2. Can you please advise with regards to the IR35 legislation whether this role is inside or outside of the new legislation? We cannot give a definitive answer on whether the role is out of scope as we are waiting for a response from HMRC following the use of the tool. We suspect the role will be out of scope and once we receive a response we will let suppliers/ candidates know. 3. IR35 Status if possible, looks like it is inside and to potentially backfill staff leaving due to the status? That is not correct, these were identified vacancies that were not filled in the last recruitment round due to poor quality of applicants. 4. From 6th April, responsibility for determining if an assignment is within IR35 will shift to the Public Sector organisation. Comparex need to understand the client’s decision on the status of each contract assignment (including extensions) under IR35 and whether a new contractor assignment is deemed ‘Inside’ or ‘Outside’ of IR35 at the beginning of the recruitment process for hiring a contractor. There is an HMRC status portal available to help determine the status but we do require you to post a response as to whether the role is ‘inside’ or ‘outside’. We cannot give a definitive answer on whether the role is out of scope as we are waiting for a response from HMRC following the use of the tool. We suspect the role will be out of scope and once we receive a response, we will let suppliers/ candidates know. 5. In essential skills section its mentioned version of java as 1.8. Please confirm if it is Java 8 or Java 1.8? It is Java 8. 6. Can any other security clearance be considered? DV clearance can be accepted but all Developers must have SC BEFORE commencing work. 7. Can more than one candidate per supplier be submitted? Supplier's can only submit one applicant per opportunity. 8. What is the lead time for feedback once the application is submitted? Approximately 2 weeks. 9. Any specific start date for this role as its mentioned ASAP in the job description. As soon as SC clearance has been confirmed. 10. Can I confirm that there are 5 Developer Positions? Yes that is correct and any candidates wishing to apply should apply for all 5 roles. 11. This roles has been posted 5 times and we were under the impression that there were 5 roles. It appears there is only one role and we need to resubmit our application. Please advise. There are a number of Java Developer opportunities advertised, if we have a number of staff available should we apply for one opportunity and supply several candidates, or apply for each with a different candidate? Will all the developers selected be working on the same team? Would it be advantageous if they all came from a single supplier with delivery responsibility? Supplier's can only submit one applicant per opportunity and to maximize their chances candidates should apply for all 5 roles. 14. Will you consider candidates having T 2 dependant visa? Also, What is the IR35 position of this role? Candidates will need Indefinite Leave to Remain. See answer above for IR35 position. 15. On point 2 of the experience "•Expert in Java 1.8 and associated technologies". Can you advise on the associated technologies you're using/what you're looking for? Java 8 with Java build tools, integration libraries and continuous integration. 16. Would you require specialist candidates CV at this point? And were do we send this to? Suppliers who have applied and who meet our essential criteria will be contacted to confirm where they need to send their CV to. 17. Confirmation of how many role there are? There are 4 roles, please ignore notifications where it has been mentioned that there are 5 roles.
