Highways England will be holding a full day engagement event to provide an overview of the procurement vehicle options proposed under the Routes to Market (RtM) programme. Our current Collaborative Delivery Framework (CDF) was awarded in November 2014 and is a multi-contract framework valued at 5 000 000 000 GBP. It has provided significant learning from both the letting and operating of the framework. We now need to procure appropriate mechanisms to deliver the Roads Investment Strategy and want to use the learning from CDF to inform our approach to routes to market going forward. Supplier feedback and the opportunity to influence and develop the Routes to Market procurement mechanisms are extremely important to us; it is imperative that we work collaboratively to achieve the optimum solutions. Collaboration is at the heart of the relationships necessary to deliver at the scale and pace required to achieve the efficiency savings whilst delivering the RIS. We will be providing overview of Major Projects delivery requirements to include Regional Investment Programme (RIP), Complex Infrastructure Programme (CIP), Smart Motorways Programme (SMP) as well as Operations Delivery work. We wish to outline progress made to date, RtM requirements, timelines and the delivery models/options to be considered as part of the Strategic Outline Business Case (SOBC). The event will be held on 23.5.2017 in London.
