Summary of the work HCA are developing systems to support new and changed business processes. Business analysis is required to ensure correct definition of the problems and realistic identification of solutions. The provision of a skilled and experienced Senior Business Analyst is therefore required to capture the business and functional requirements for two projects. Specialist role Business analyst Expected Contract Length 4 weeks Latest start date 03/04/2017 Maximum Day Rate This is an outside IR35 arrangement, attracting a maximum day rate of £500 (including all costs and fees associated with the arrangement). Who Speclialist Work With The specialist will work mainly with the External Access Project Team, consisting of approximately 10 business leads, users and digital professionals. There will also be work with 3 members of the HR team and general advice and support to 6 roles engaged in BA activity. What Specialists Work On A focussed business analysis service is required for two projects in April 2017 to ensure correct definition of the business problems and realistic identification of potential solutions. Firstly (80%), reviewing an existing business requirements document for an External Access Project and producing a Functional Design document, detailed and accurate wireframes (using Moqups tool) and Web Site Map. Secondly (10%) working with our HR team to produce a scoping document for options for moving to a leaner HR service. Finally, the service will need to have the expertise to provide some advice and support for other HCA BA processes (10%). Skills & Experience • Considerable experience in Business Analysis in Central Government • Proven track record of rapidly establishing good relationships with senior executives • Production of clear and concise requirement and functional documentation. • Experience of producing wireframes. • Degree-level Educated • BA-specific qualification, e.g. Diploma Nice to Haves Masters-level Educated Work Location The worker can generally choose where they work, however the team uses one of our offices in London (Marsham Street) as a connection point, and there is an expectation that the worker will use this office for project related activities that need their attendance in person. Working Arrangments The worker will manage their own working arrangements as required to deliver the assignment. For reasons of security, the HCA will provide encrypted laptop loaded with secure software. Security Clearance All team members are subject to Baseline Personnel Security Standards checks and for anyone working at the London office, must also be CTC cleared. Is there scope to extend past 4 weeks? We have a portfolio of work envisaged for next FY and theoretically this role could be required for some of those activities, although these would be determined at a point in the future. 2. What is the lead time for feedback once the application is submitted We are looking to appoint by 03/04 at the latest, therefore are expecting to have made decisions by 30/03. 3. Is this role likely to go beyond the initial 4 weeks contract? Does the £500 all inclusive rate include VAT? VAT is excluded from the rate. 5. You stated the role is for 4 weeks, is there any possibilities of extension? Are you only looking at Suppliers who already hold BPSS and CTC clearance? Is there an option for you to undertake both clearances on behalf of the Supplier. All team members are subject to Baseline Personnel Security Standards checks, this is mandatory. For anyone working at the London office, they must also be CTC cleared. Those without CTC would be considered, but given the short nature of the engagement, it is unlikely that we would be able to get a CTC back before the end of the engagement. 9. As project has a quick turnaround – will relevant stakeholders be available for queries, review & feedback as soon as work deliverables are done? Yes. 10. How many stakeholders would be required for signing off on the functional design and will it require separate walkthroughs sessions to get sign off? We cannot be specific, as there will be differences throughout work package. You will need to determine the best approach to deliver the outcome. 11. ‘ experience BA in Cen. Gov’ - does this mean candidates with no central government experience are not to apply at all as they will be disqualified? No candidates will be disqualified, but those with the requested experience will have an advantage. 12. I have BPSS but no CTC clearance – does this mean I shouldn’t apply as the project can’t sponsor clearance? All team members are subject to Baseline Personnel Security Standards checks, this is mandatory. For anyone working at the London office, they must also be CTC cleared. Those without CTC would be considered, but given the short nature of the engagement, it is unlikely that we would be able to get a CTC back before the end of the engagement. 13. How many years of central government experience would be considered – ‘considerable’? More than 1 year. 14. Do we need submit a resume separately to someone as part of this process? All submissions need to be through this framework. All shortlisted suppliers will be contacted regarding the submission of any further information. 15. Who would I report to as a BA in the team? The Head of Business Change in the Digital Services Team 16. As the timeline is only 4 weeks to capture, design functional requirements for 2 projects – availability of all required stakeholders is imperative. Diaries will be busy for stakeholders – how much time are they committing on a daily basis for this project? Key stakeholders are committed to the projects and will make the required resources available. 17. What types of project documents would be made available from day 1 – is there user research done for this project, vision & scope documents? There is some documentation but this varies from project to project. 18. As the project is on tight timelines – will it be possible to have a meeting room assigned for 4 weeks so I can conduct meetings, do my analysis, put up a SCRUM wall for project & plan, and conduct walkthroughs all from 1 place? This is not possible as all meeting rooms are shared and bookable. 19. ‘HCA are developing systems to support new and changed business processes’ – how many existing business process are we talking about roughly? And how many news ones are expected to be defined? It is not possible to quantify this at this time. 20. ‘detailed and accurate wireframes’ – how many wireframes are expected to be designed roughly from a project managers/product owners perspective. (I am trying to gauge the amount of effort required at a task level) It is not possible to quantify this at this time, all though probably under 10. 21. Is there an existing style guide for wireframes – with rules/set styles/guidelines already there to refer when the work starts or will this be left to the BA to do it on their own accord? Yes, we do have a style guide. We are aligned to GDS. 22. ‘Experience of producing wireframes.’ – if the BA wants to share evidence through pictures how would we do it – send a .pdf version of our portfolio to someone? Any additional documentation can be provided following shortlisting. Shortlisted suppliers will be contacted about this. 23. At what stage would you be requiring the specialist CV?
