Background — The Contracting Authority is the UK's largest independent producer of official statistics, responsible for collecting and publishing statistics related to the economy, population and society at national, regional and local levels. They are currently considering the options for the procurement of an integrated print, post out, data capture, coding, storage and disposal service for paper questionnaires (the ‘QM Service’). This Prior Information Notice (PIN) aims to give the supplier market advanced warning of a future procurement. It is not intended to be a call for competition or reduce the procurement timescales. It is intended that a Contract Notice will be published on the OJEU to formally announce the call for competition. No action is required from the market as a result of this PIN. The QM Service will provide the printing and posting out of up to 11 500 000 paper questionnaires to households and Communal Establishments in England, Wales and Northern Ireland. It will also receive, receipt, capture and code the data and securely store and dispose of paper questionnaires as required, to assist with the delivery of the 2019 Rehearsal and 2021 Census. The QM Service may also need to code residual data from the Office for National Statistics online capture system. The QM Service will need to be flexible, as the final numbers will not be known until nearer the 2021 Census.
