Tender description

The project involves the construction of approximately 2 km of highway to serve the Aerospace Business Park in St. Athan, South Wales. The new road will provide a link from the B4265 near Llantwit Major to Eglwys Brewis Road near Picketston. The Employer has prepared a design which will form the basis of a planning application to be made in April 2017. Construction of the road is programmed for completion in August 2019. The Welsh Government is proposing to undertake the procurement of a civil engineering contractor to design and construct approximately 2 km of new highway to serve the Welsh Government's Aerospace Business Park in St. Athan, South Wales. Construction of the road is programmed for completion in Q3/Q4 2019. The new road will provide a link from the B4265 near Llantwit Major to Eglwys Brewis Road near Picketston. The works involve the construction of a 7.3 m wide carriageway plus a 3.5 m wide cycleway/footway. The works will include an area of rock cutting approximately 5 m deep, 400 m long. Elsewhere the road is generally on a shallow embankment. In addition to the main works a series of enabling works are proposed, including topsoil strip under archaeological supervision, ecological mitigation measures and construction of flood alleviation measures. It is intended that these works will be undertaken by the main Contractor from October 2017, with the main works commencing in May 2018. The Employer has developed a design which will form the basis of a planning application to be made in April 2017. The Contractor will be required to review the Employer's design and complete where necessary. It should be noted that the design is well advanced to enable Tenderers to price the works accordingly. Tenderers will be provided with all design information at tender stage. It is intended that the contract will be let as a single stage Design and Build contract under the NEC3 ECC Option A. The contract will be let via the OJEU using the restricted procedure with PQQ programmed for April 2017 and ITT in July 2017. The anticipated contract commencement date is October 2017. Estimated contract value 10 000 000 GBP.
