Tender description

Herefordshire Council intends to commence a procurement exercise in respect of the supply and installation of office and car park lighting. The Council envisages that this work will commence during Autumn 2016 with a view to finalising the installation of the lighting by January 2017. This procurement will be conducted via an ‘Open’ (single stage process consisting of the submission of a tender for the goods, which will include the satisfaction of mandatory criteria). The procurement will be conducted via the Council's e-tendering portal, which can be accessed via the following link: https://www.supplyingthesouthwest.org.uk This PIN contains details of the Council's prospective requirements in respect of the provision and installation of lighting at the above named premises, located in the city of Hereford; as far as their details are known at this time. Providers are advised that the precise scope of this project will be confirmed within a separate Contract Notice. Please note that this is a supplier engagement initiative and the profile of the goods which will be taken to tender is not fixed. Indeed, the Council may decide to procure some goods at a future date or not procure some of the goods at all. The Council may also decide to phase the installation of the goods during the lifetime of the contract. Summary of policy context: The office and car park lighting will contribute towards Herefordshire Council's cost and carbon saving initiatives, in particular, Herefordshire's compliance with the UK Climate Change Act (2008) to reduce overall emissions by 80 % by 2050. The appointed provider will be responsible for supply and installation of lighting together with controls and innovative energy saving solutions on four sites: 1. Plough Lane offices 2. Blueschool House offices 3. Maylord Orchard underground car park 4. Garrick mult-storey car park Key Objectives: Objective 1: Provide high quality lighting on four sites. Objective 2: To reduce lighting energy costs and carbon emissions on the four sites by use of efficient lighting solutions. We are interested on all four sites in your suggestions with regards to motion and day light sensors. Objective 3: Lighting for all four sites should be within the recommended levels for the building type. However for the 2 offices we are keen to keep the lux level below 600 lux. Outline of Supplier Engagement Activity The Council is inviting organisations to participate in a consultation exercise in respect of this procurement process. This will include site visits at each of the four locations, in order to collate information which will inform the specification for this project; assist the project team in packaging the procurement to maximise competition; ensure sufficient market interest in the procurement; to understand which organisations may be interested in supplying some or all of the goods and to determine any particular risks and issues that need to be further considered.
