Tender description

The Local Government Management Agency (LGMA) is a state body incorporated for the purpose of supporting the work of Local Government in Ireland. The Agency, currently housed in 2 locations, proposes to consolidate its operations in 1 of these buildings through the redevelopment of the building and site so identified. This building, Phoenix House, on Conyngham Road, Dublin 8, is a 6-storey building, of approximate gross area 2 500 m2, located on the south bank of the river Liffey and shares a common entrance and parking facilities with an adjoining, built contemporaneously in the 1970s that is in separate ownership. The Agency intends to develop and increase the office accommodation on the site to cater for its current and future needs. The existing 1970s 6-storey concrete frame (4.8m x 4.8m grid) building also supports the mid-level building access from street level to Phoenix House and an access ramp to car parking and car parking for the existing office building users and that of its neighbouring building, whose owners have a lien over said parking access ramp arrangements. The Agency is seeking the services of an Architect-lead design team comprising Architectural, Structural Engineering, Quantity Surveying and Building Services Engineering consultants. These consultancies will be required to include associated services in the areas of Fire Safety, requirements of Health and Safety from design through construction stage, Assigned Certifier services for the purpose of Building Control compliance, façade design, building performance management systems, flooding mitigation measures, etc. Assessment for the purpose of procurement will include qualifying criteria that will be set to assess the expertise and experience of the core competencies and the competencies for services that are set out as described. The Services will be required to be provided in stages from Project Initiation and Budget Setting through statutory Planning consents through to Project completion, the Agency reserving the right to terminate the project at any stage of the Project at its discretion.
