Tender description

The Roads and Landscape sector of Aberdeenshire Council's Infrastructure Services currently operates two costing systems to control and manage all resources deployed to maintain and improve: — The road network, — Other council assets managed by the sector, — Grounds and landscaped areas within the council's boundaries. One system records time, vehicles and plant, materials, goods and services incurred by the ‘contracting’ arms of the organisation i.e. work carried out and managed by council operatives. These ‘Trading Accounts’ (Highways and Grounds) are credited with income from their ‘customers’ which may be our own sector (Roads and Landscape), other sectors of Infrastructure Services, other services of the council and external parties. The other system records total expenditure incurred by the sector on network management, routine maintenance and improvement of Roads, Structures, Harbours, Coast Protection, Flood Prevention, Winter Maintenance and Other Emergencies. Costs include staff time, works undertaken by the internal workforce (see above) and works, goods and services commissioned from external suppliers. The operation of the two current system results in duplication of input and neither system provides the desired level of performance or features now needed to manage all resources in the current environment and are not considered capable of responding to any changing future requirements.
