Requirement for Fleming Fund — Evaluation Supplier. When expressing an interest organisation's should provide: (I) the contact details of the service provider's representative (ii) a single paragraph summary of your organisation's experience including whether you are a Small to Medium sized Enterprise or Voluntary Sector Organisation. This summary may be shared with other participants in order to promote discussion. An agenda and information pack will be sent to you, including a draft terms of reference for comment. The Department of Health (DH) has launched the Fleming Fund, a 265 000 000 GBP One Health programme to support low and middle income countries (LMIC) in tackling antimicrobial resistance (AMR). The Fleming Fund will improve laboratory capacity and diagnoses as well as data and surveillance of AMR in low and middle income countries (LMICs). Both the Prime Minister and Chief Medical Officer have announced that tackling AMR is a key priority. DH intends to release a tender for an evaluation supplier to deliver an independent long-term performance evaluation of whether the Fleming Fund has achieved its outcomes and impacts, providing formative recommendations to improve implementation, and a summary of its effects based upon initial evidence. The contract will likely be for five years. It is expected that the evaluation supplier will have the capacity to work over a 5 year period, conducting evaluations in different countries across the world simultaneously, if necessary.
