Tender description

As part of the Council's ambitions to develop commercial opportunities, the Council now seeks a Technology Partner to work with the Council to re-platform, develop and commercially exploit the My Community ePurse (MceP), Our Community ePurse (OceP) and Total Community ePurse (TceP) (together the ‘Project Infinity Suite’). The Council is seeking a Technology Partner that can work in partnership with the Council to:- — maximise the commercial opportunity of the Project Infinity Suite; and — share the Council's passion and ambition to market, sell and derive value from the commercial exploitation of the Project Infinity Suite. Technical scope: The Council seeks a Technology Partner to re-platform, enhance and develop the Project Infinity Suite. This shall include: — re-platforming, enhancement and development of the MCeP; — improving the functionality and responsiveness of the MCeP to manage the changing needs and demands of social care clients; — creation of new solutions for private funded care (Our Community ePurse) and integrated care (Total Community ePurse). In order to commercialise these solutions it is envisaged that the software will need to be delivered by the November 2016; — expanding the Project Infinity Suite into wider care offerings, which may include social media, collaborative working, resource management and wider public services offerings; Partnership scope: In addition, the Council seeks a Technology Partner to market and sell (in a viable and ethical way) the Project Infinity Suite (which, for the avoidance of doubt, shall include the MCeP and the (to be developed) OCeP and TCeP) to organisations and to individuals seeking care, support plans and other community-based services, nationally, internationally and globally. This shall include: — marketing and selling MCeP to NHS England to become NHS England's development partner to expand Project Infinity to 33 London Clinical Commissioning Groups (CCGs) to deliver Health Personal Budgets (which will need to be done at pace, in line with NHS England's procurement and proto-typing timescales); — marketing and selling the Project Infinity Suite to other NHS and public sector health bodies in the UK; — marketing and selling the Project Infinity Suite to public sector bodies outside of the UK, both internationally and globally; — marketing and selling OCeP to individual self funders in the UK and internationally/globally; — marketing the Project Infinity Suite to private sector organisations in the UK and internationally/globally; — working with the Council to develop brands of the Project Infinity Suite; and — the Technology Partner, amongst other things, drawing upon its existing network of opportunities, accessible framework arrangements and marketing capabilities relevant to the marketing and selling of the Project Infinity Suite. Gain Share/Royalties Scope: The Council wishes, with the help and assistance of the Technology Partner, to commercially exploit the Project Infinity Suite (as replatformed, enhanced and developed by the Technology Partner). The Council requires income and/or capital from the Technology Partner in return for licensing or transferring its intellectual property rights in the Project Infinity Suite to the Technology Partner for the term of the contract. The Council's very strong preference is for bidders to propose arrangements that will provide the Council with a level of guaranteed income over the life of the project and a percentage of gross revenue sales of the Project Infinity Suite that the bidder achieves. Social Value Scope: The services to be provided to the Council by the Technology Partner pursuant to this project must help the Council meet the objectives of its Social Value Policy in relation to social value, ethical supply chains and environmental sustainability.
