Tender description
Barking and Dagenham Council is seeking to appoint providers to a framework to supply suitable independent and semi-independent accommodation to Care-Leavers and young people preparing to leave the care of the Local Authority. The successful providers will be expected to offer a range of accommodation options that comply with Section 9 (2) of the Care Leavers Regulations, defining suitable accommodation as: — That which is as far as reasonably practicable is suitable for a young person's need including health needs; — That the Local Authority has satisfied itself to the character and suitability of the Landlord or other provider; — Properties comply with Health and Safety Requirements; — Not outside of a 20 mile radius of LBBD; — Offering access to — a lounge area — kitchen with cooker, storage cupboards and fridge/ freezer — exclusive use of a bathroom consisting of a shower/bath, toilet and wash basin; exclusive use of a bedroom either double or single — if furnished with a bed, chest of drawer and wardrobe; — Enables effective links to public travel, community amenities that encourage access to appropriate education, employment and training opportunities and promotes safe community cohesion. LBBD wishes to explore a variety of accommodation options including: — Supported lodgings; — Shared housing; — Supported housing which combines accommodation with support and opportunities for education, training and employment; — Private sector housing options. It is expected that the duration of the contract(s) will be for 2 years and subject to funding and performance the potential of another 2 years. The service will be on a fixed contractual price basis and the successful contractor will be expected to manage and maintain the properties to the required standards and offer a contractual price inclusive of utility and community charges.
