Tender description

The provision of travel care and support services for children and young people with special educational needs, who primarily travel from home to school; and vulnerable adults who primarily travel from home to day care services, plus other locations as required. This procurement is comprised of 2 lots. Lot 1 for minibus provision and lot 2 for taxi provision. The Council is undertaking the procurement in accordance with the Open Procedure of the Public Contracts Regulations (2015). The Lot 1 published requirements as detailed in the Tender price matrix will be called off at the point of appointment to the Framework, to the highest ranking tenderer. The Lot 1 provider will be expected to provide any additional services under the lot as required throughout the contract duration. This call off contract will be for a duration of 5 years, with the option to extend up to a further 2 years. Lot 2 will be called off as and when required for varying duration as set out in the ITT. For the provision of minibuses to eligible children, young people and vulnerable adults in Hammersmith and Fulham including specially-adapted vehicles for the carriage of wheelchairs. Some services will require the provision of travel care assistants, and some will not. The vehicles required will be to transport eligible children, young people and vulnerable adults and will include saloon cars, estate cars, multi-purpose vehicles, wheelchair accessible cars/taxis, and black cabs (Standard and Vito). Journeys may be required on a regular or ad-hoc basis and mostly within the Authority boundaries and the surrounding areas, but some longer distance journeys will be required. Some services will require the provision of travel care assistants. Some services will not require the provision of travel care assistants.
