Tender description

Ervia (formerly Bord Gais Eireann) advertised in 2012 for a multi-provider framework agreement for the provision of advisory services using the negotiated procedure. The framework was divided into three lots; Lot1 Regulation and Economic Advisory Services; Lot 2 Strategy and Management Consultancy Services and Lot 3 Project Management Services. Lot 1 and Lot 2 were each divided into two separate sub-lots. Lot 1(a) and Lot 2(a) encompass all the requirements of Lot 1 and Lot 2 respectively whereas Lot 1(b) and Lot 2(b) separate each of the respective requirements into individual areas of speciality and allowed applicants to apply for each of the different areas independently. Lot 1 (Regulation and Economic Advisory Services) covers the provision of specialist consultancy services regarding regulation and economic issues to Ervia (formerly BGE) as required including but not limited to the following business advisory service: — Economic and regulatory advisory services, — Market analysis and assessment; and, — Development of regulatory strategy relating to the following areas of speciality, — Energy retain markets on the island of Ireland, — Power generation in SEM and UK markets, — Gas networks (Transmission and Distribution) on the island of Ireland and in the UK, — Water utilities; and, — EU energy policy. Lot 1 was divided into two separate sub-lots — Lot 1(a) encompasses all requirements of Lot 1 whereas Lot 1(b) separates each of the respective requirements into individual areas of speciality and allows Applicants to apply for each of the different areas independently. Lot No: 2 Strategy and Management Consultancy Services covers the provision of specialist services and advice to Ervia (formerly BGE) in relation to Strategy / Management Consultancy matters, including but not limited to the following areas:- — Organisational design, — Governance, — Building capabilities, — Performance improvement, — Strategy development; and, — Strategy execution. Lot 2 has been each divided into two separate sub-lots — Lot 2(a) encompasses all requirements of Lot 2 where as Lot 2(b) separates each of the respective requirements into individual areas of speciality and allows Applicants to apply for each of the different areas independently. Lot 3 covers the provision of project management and PMO services to Ervia (formerly BGE). Five suppliers were appointed to the Lot 3 framework agreement in 2013.
