Tender description

The BBC intends to appoint a Framework of suppliers to provide Systems Delivery and Integration Services. The required services will be divided in to 2 separate Lots: System Design, Build and Integration combines Application Project Management; Application Design; Application Development; Application Integration; Application Testing; Data Management; Reporting; Data Quality; Service Introduction; Application Enhancement and Maintenance; Application Security; and third Party Commodity Software and Supporting Services for bespoke internal facing BBC systems. The delivered bespoke systems will be hosted and operated by the BBC or its current technology partner (Atos) unless there is a clearly identified business, financial and/or technical imperative for these to be hosted and operated by another party. In April 2017, it is expected that a new Hosting Platforms & Application Services contract will be in place, as the on-boarding destination for this Framework. System Quality Assurance (Lot 2) covers the provision of independent Quality Assurance and Testing services. These will complement the Testing Services provided under Application Design, Build and Integration and Application Provision and Integration. In addition to the above services, the successful Framework Suppliers shall be expected to co-operate with the BBC, its commercial and service management functions and the BBC's other Suppliers. The BBC is moving towards a ‘Tower Model’ co-ordinated by an internal service operations management (SOM) organisation requiring suppliers to perform a number of services which are standard across all Towers and also for which there will be specific dependencies between the other Towers and Systems Delivery, Integration and Quality Assurance services. This initiative is being managed as the BBC Aurora Programme, and is expected to reach completion by April 2017. In addition to the BBC, there may be other organisations who benefit from the Services being procured, and who will predominantly be collocated on BBC sites. These organisations may include the BBC's affiliates such as BBC Worldwide Limited, BBC Global News Limited, BBC World Service, Media Application Technologies Limited, Media Action, Children in Need, Gaelic Media Action Group, as well as third party organisations such as S4C. Any reference in any future tender documents to the BBC shall be deemed to include a reference to any of these entities, unless the context otherwise requires. The total estimated contract value over the maximum possible Framework term of 48 months (including provision for any extensions permitted) ranges between 15 000 000 GBP and 30 000 000 GBP. The BBC considers that the low end estimate is conservative and the higher upper limit has been provided to ensure there is a sufficient allowance for projects that are currently not identified for the duration of the Framework.
