Tender description
The Commission for Energy Regulation (CER) is Ireland’s independent energy and water regulator. The CER was established in 1999 and now has a wide range of economic, customer protection and safety responsibilities in energy. The CER is also the regulator of Ireland’s public water and wastewater system. The CER currently wishes to engage expert consultancy support to review and validate the cost assumptions that will be used in the Cost Benefit Analysis (re run Phase 3 of the project) for a national rollout of smart meters. The proposed consultancy work will involve providing wide ranging support for the CER in the running of the Cost Benefit Analysis (CBA) for the NSMP. The scope of the proposed consultancy work is summarised below: 1. The successful tender will be required to carry out an exercise to assess the impact and benefit of smart grid on the back of enabling smart metering infrastructure being rolled out. 2. The successful tenderer will be required to review and validate the cost & benefit assumptions that will be used in the Cost Benefit Analysis (CBA) (re run for Phase 3) for a national rollout of electricity and gas smart-metering. This will include a review of Electricity Supply Board Networks (ESBN), Gas Networks Ireland (BNI), supplier, customer and wider system costs and benefits to determine whether there is still a net-benefit for Ireland. 3.The successful tenderer will validate and use the model developed in Phase 2. The model may be adapted where necessary based on the most up to date assumptions or other necessary changes. 4. The successful tenderer will work with CER to interpret the results of the model and run model scenarios as necessary. 5. • The model will include cost/benefits from the trials but will be updated to include revised working assumptions/sensitivities. A detailed specification of requirements is set out in Section 3 of the ITT attached to this contract notice.
