Tender description

The Services being procured are Main Contractor services, for the development of a new Destination Water and Leisure Facility in Coventry. The new facility will be located within Coventry City Centre on a tightly constrained site that is located in close proximity to a Grade 2* listed building (Christchurch Spire) and the High Street Conservation area. The Council's key vision for the development of the site is: To provide an exciting, iconic, high-quality destination water and leisure facility that is accessible to everyone, draws people to Coventry and acts as a catalyst for the regeneration of the city centre, increases footfall and contributes to the Council's healthy living objectives. Under PCR 2015, the Council is undertaking a competitive with negotiation process for the appointment of a Contractor to complete the construction of this facility. The PQQ's will be assessed and then the top 5 or 6 scoring will be invited to tender. Following receipt of the tender submissions, the top 2 scoring Contractors following assessment of the received tender submissions (based on 1st stage tender requirements, for example, overheads, profits and preliminaries), will be shortlisted using the MEAT approach to assessment (Most Economically Advantageous Tender). The shortlisted 2 contractors will then be asked to submit a 2nd stage tender, based on providing a lump sum fixed price for the works. The final assessment of the 2 shortlisted tenderers will be based on the final price received at the 2nd stage of the tender. The unsuccessful 2nd placed contractor will be paid a fixed/maximum fee of 50 000 GBP for the time they expend in bidding the 2nd stage of the tender.
